Análisis de los factores que facilitan y/o dificultan la implementación del Programa Nacional Tambos en el distrito de Pisuquia del departamento de Amazonas en el periodo 2017

Abstract
El presente trabajo de investigación busca identificar y evaluar cualitativamente
los factores que facilitan y/o dificultan la implementación del Programa Nacional
Tambos (PNT) en el distrito de Pisuquia del departamento de Amazonas,
examinando la mejora de la calidad de los servicios brindados, la
interculturalidad y la participación ciudadana en la planificación y ejecución de
los servicios ofrecidos por las instituciones involucradas en la implementación del
PNT, y como se cumple con los conceptos clave de interculturalidad y derecho a
servicios de calidad, empoderamiento e inclusión social de población rural
extremadamente pobre, así como la participación ciudadana y servicios de
calidad.
La presente investigación se llevó a cabo con el enfoque metodológico mixto
entre metodología cualitativa y cuantitativa. Se realizó en el ámbito de
intervención del Tambo Alto Perú del departamento de Amazonas, y se
entrevistó a un total de 32 personas, entre madres y padres de familia,
funcionarios de la municipalidad y profesionales de las instituciones que prestan
servicios en el Tambo Alto Perú, así como 8 personas en un grupo focal.
Asimismo, se trabajó con las encuestas de satisfacción de la población, y
reportes de las atenciones brindadas por el PNT en el periodo de enero a mayo
de 2017.
Se comprobó que aquellos programas y proyectos sociales o instituciones que
cuentan con personal permanente por sector o ámbito de influencia y cuentan
con apoyo de los gobiernos locales a través de sus áreas de desarrollo social,
mejora la implementación del Programa Nacional Tambos, mientras que cuando
una institución que presta sus servicios a través del PNT, no encuentra otra
institución pública o privada que reciba y replique sus acciones, se dificulta la
implementación del Programa.
El conocimiento generado pretende fomentar iniciativas, acciones y políticas que
mejoren el bienestar y la calidad de vida de la población rural y rural dispersa, y
promover la participación ciudadana para la coordinación con las instituciones
públicas y privadas que intervienen en el departamento de Amazonas

It was found that those social programs and projects or institutions that have permanent personnel by sector or area of influence and have the support of local governments through their areas of social development, improve the implementation of the Tambos National Program, while when a institution that provides its services through the PNT, does not find another public or private institution that receives and replicates its actions, the implementation of the Program is difficult. The knowledge generated aims to promote initiatives, actions and policies that improve the well-being and quality of life of the dispersed rural and rural population, and promote citizen participation for coordination with public and private institutions involved in the Amazon region
