Abstract
La modernización del servicio de educación superior universitaria se dinamiza desde la
promulgación de la Ley 30220 - “Ley Universitaria” y la creación de la Superintendencia
Nacional de Educación Superior Universitaria (SUNEDU). Las universidades son
instituciones que tienen como rol generar, trasmitir y aplicar conocimiento e influyen en el
desarrollo de la sociedad. En este contexto, la visión de la educación superior universitaria en
nuestro país ha cambiado, las universidades para asegurar su permanencia y desarrollo en el
mercado superior universitario deben adecuar sus estrategias para el mejoramiento de la
calidad de los servicios educativos ofertados, siendo el licenciamiento institucional la
prioridad para mantenerse en el mercado. La UTEA el 29 de febrero del 2020 obtuvo el
licenciamiento institucional por un periodo de seis años otorgado por la SUNEDU.
El Plan Estratégico propuesto para la Universidad Tecnológica de los Andes (UTEA) se
compone de siete estrategias que permitirá que la Institución tenga una ventaja competitiva
en el mercado de educación superior universitaria, a través del alcance de la visión fijada al
2030. Para materializar la visión se han definido ocho objetivos de largo plazo que son: (a) la
implementación del sistema de gestión de la calidad, (b) acreditación de los programas
académicos, (c) incremento de la producción de investigación, (d) incrementar el número de
estudiantes matriculados, (e) optimización del servicio de formación integral del estudiante,
(f)incrementar la empleabilidad de los egresados, (g) mejorar el desempeño docente y (h)
dinamizar la formulación y ejecución de proyectos de responsabilidad social. Los 47
objetivos de corto plazo planteados aseguraran el cumplimiento de los objetivos de largo
plazo. Finalmente, se propone un Tablero de Control que permitirá monitorear el
cumplimento de los objetivos cuyo fin es lograr una educación superior universitaria de
calidad, que le permita competitividad en el mercado y posicionarse como referente en el
ámbito regional y nacional.
The modernization of the university superior education service has been dinamized since the enactment of Law 30220 - “University Law” and the creation of the National Superintendence of Higher University Education (SUNEDU). Universities are institutions whose role is to generate, transmit and apply knowledge and influence the development of society. In this context, the vision of university superior education in our country has changed. The universities, to ensure their permanence and development in the university superior market must adapt their strategies to improve the quality of the educational services offered, being institutional licensing the priority to stay in the market, the UTEA, on February 29 of 2020, obtained the institutional license for a period of six years granted by SUNEDU. The proposed Strategic Plan for the Technological University of the Andes (UTEA) consists of seven strategies that will allow the Institution to have a competitive advantage in the university higher education market, through the scope of the vision set to 2030. To materialize the vision, we have defined eight long-term objectives that are: (a) implementation of a quality system, (b) accreditation of the academic programs, (c) optimization of research, (d) increase the number of students enrolled, (e) optimization of the student's integral formation service, (f) increase the employability of graduates, (g) improve teaching performance and (h) boost the formulation and execution of social responsibility projects. The 47 short-term objectives set will ensure compliance with the long-term objectives. Finally, a Control Board is proposed that will allow monitoring the fulfillment of the objectives whose purpose is to achieve a higher quality university education, which allows it to be competitive in the market and position itself as a reference in the regional and national sphere.
