Análisis del logro de resultados del Programa Presupuestal 0072: Programa Presupuestal de Desarrollo Alternativo Integral y Sostenible (PIRDAIS) en el distrito de Yuyapichis los años 2021 y 2022

Abstract
El propósito del presente proyecto es estudiar el impacto que tuvo el Programa
Presupuestal 0072 PIRDAIS (de Desarrollo Alternativo Integral y Sostenible) sobre las
familias rurales del distrito de Yuyapichis, y los factores que ayudaron o perjudicaron al
logro de resultados. Por ello, se examinó el proceso de incorporación de las familias a
prácticas productivas sostenibles, la incidencia de los actores involucrados en la eficacia/
eficiencia del PIRDAIS y explorar las opiniones de los beneficiarios y autoridades locales
con el fin de proponer recomendaciones y mejoras para el programa.
Por tal motivo, para la investigación se hizo uso de entrevistas semi estructuradas y grupos
focales con un enfoque metodológico cualitativo. Los actores como beneficiarios, técnicos
y autoridades que fueron entrevistados son parte del programa presupuestal. Las variables
de estudio son las siguientes: metodología y estrategia de trabajo pertinente o adecuadas,
cadenas productivas competitivas, alianzas consensuadas entre los actores, participación
de personas sujetas a derecho en los espacios de asistencia técnica y capacitación, niveles
de organización alcanzados por los productores, condiciones de accesibilidad logrados,
entre otros.
Los diversos hallazgos encontrados tienen relación a la falta de articulación institucional e
interinstitucional para el logro de resultados favorables del PIRDAIS, así como la falta de
conocimientos sobre las necesidades de las familias rurales de Yuyapichis, participantes
del programa, para abastecer y potenciar las cadenas productivas vigentes; por ende, al
aplicar estos productos para el mercado internacional, como producto orgánico es imposible
competir debido a la falta de volumen y problemas sanitarios. Otro aspecto importante es
que DEVIDA ha sido fuente de ayuda para estas familias generando valor social, sin
embargo, existe una falta de comunicación y transparencia de la información por este ente
ejecutor, privando de información a la población objetivo.
The aim of this research is to analyze the factors that contributed or limited the Budget Program 0072: PIRDAIS (Budget Program for Comprehensive and Sustainable Alternative Development) to achieve results in rural families in the Yuyapichis district. For this reason, the process of incorporating families into sustainable productive practices was examined, the impact of the actors involved in the effectiveness/efficiency of the PIRDAIS and exploring the opinions of the beneficiaries and local authorities to propose recommendations and improvements for the program. For this reason, semi-structured interviews and focus groups with a qualitative methodological approach were used for the research. The actors such as beneficiaries, technicians and authorities who were interviewed are part of the budget program. The study variables are the following: relevant or appropriate work methodology and strategy, competitive production chains, consensual alliances between actors, participation of people subject to law in training and technical assistance spaces, levels of organization achieved by producers, accessibility conditions achieved, among others. The different findings found are related to the lack of institutional and inter-institutional articulation to achieve favorable results of the PIRDAIS, likewise the lack of knowledge about the needs of the rural families of Yuyapichis participating in the program does not allow supplying and helping the productive chains, current regulations, therefore, when applying these products for the international market, as an organic product it is impossible to compete due to the lack of volume and health problems. Another important aspect is that DEVIDA has been a source of help for these families generating social value, however there is a lack of communication and transparency of information by this executing entity, depriving the target population of information.
