Capacidades colectivas en las alturas: Experiencias de comuneros y comuneras participantes de los módulos habitacionales Sumaq Wasi en el distrito de Pallpata en Cusco

Resumen
Históricamente, las comunidades rurales en el Perú han enfrentado limitaciones
estructurales que restringen el ejercicio pleno de sus derechos y capacidades. En este
escenario, la intervención estatal representa una oportunidad para abordar estas
desigualdades, especialmente mediante políticas públicas que buscan mejorar las
condiciones de vida. Los módulos habitacionales Sumaq Wasi se orientan a reducir los
efectos de las heladas en zonas altoandinas, proponiendo un modelo que incorpora la
participación comunitaria como eje de su implementación. Este estudio, desde el marco
teórico del enfoque de capacidades, examina cómo se forman las capacidades colectivas
en los comuneros y comuneras que participaron en la implementación de los módulos de
vivienda Sumaq Wasi en el distrito de Pallpata, Cusco. A partir de un estudio cualitativo
basado en entrevistas a profundidad, se identifican tres temas clave: los fines y medios
valorados para el fomento de capacidades colectivas, las capacidades colectivas como
resultado de la acción colectiva, y la participación tanto en la comunidad como en el
proyecto. Los hallazgos muestran que la actividad productiva y la educación son
reconocidas como fines valiosos, pero también como medios necesarios para acceder a
una vida que se valora. Asimismo, se considera la vivienda solo como un medio valorado
colectivamente, lo cual permite problematizar el sentido del bienestar en contextos rurales.
El estudio evidencia cómo, incluso en escenarios adversos, las comunidades desarrollan
agencia colectiva para deliberar y actuar colectivamente en función de sus
prioridades compartidas.

Based on qualitative methodology and in-depth interviews, three key themes are identified: the valued ends and means of collective capabilities building, collective capabilities as a result of collective action, and participation in both the community and the project. The findings show that productive activity and education are not only valued as ends in themselves but also as necessary means to achieve a life people have reason to value. Additionally, housing is considered only as a collectively valued means, which allows for a deeper reflection on the meaning of wellbeing in rural settings. The study reveals how, even in adverse conditions, communities develop collective agency to deliberate and act together in pursuit of their shared priorities.
