Resumen
La presente investigación analiza la experiencia del Microcine Tarpuy, una iniciativa ubicada
en el distrito de Ayaviri, provincia de Melgar, región Puno. Este proyecto cobra relevancia en
un contexto donde el Estado no garantiza plenamente el ejercicio de los derechos culturales, lo
que deja a muchas y muchos peruanos al margen del acceso a diversas expresiones artísticas y
culturales, como el cine. Ante esta problemática de exclusión, surgen iniciativas como el
Microcine Tarpuy, que desempeñan un rol fundamental en sus comunidades, no solo
fomentando, a través del cine, el ejercicio de estos derechos, sino también utilizándolos como
medios para promover el bienestar y el desarrollo integral de su entorno. En ese sentido, esta
investigación tiene el objetivo de analizar la manera en que la gestión cultural del Cine
Comunitario del Microcine Tarpuy, bajo la mirada estratégica de las premisas de la
Comunicación para el Cambio Social contribuye al desarrollo de la comunidad de Ayaviri,
Puno. Para ello, se desarrollan los conceptos de Cine Comunitario, Comunicación para el
Cambio Social, cultura, desarrollo, participación ciudadana y gestión cultural en el trabajo
cultural comunitario. De esta manera, como conclusión general, se destaca que la gestión
cultural del Cine Comunitario del Microcine Tarpuy, a través de una comunicación
participativa, dialógica y horizontal, ha fomentado la participación ciudadana, convirtiendo a
los habitantes de Ayaviri en ciudadanos culturales activos que no solo ejercen sus derechos
culturales para acceder y participar del cine, sino también para liderar procesos de cambio
social e incidencia política que contribuyen a la construcción de un Ayaviri más inclusivo,
equitativo y sólido en sus dimensiones social, cultural y ambiental, consolidando así al
Microcine como un motor clave para el desarrollo integral de su comunidad.
This research analyzes the experience of Microcine Tarpuy, an initiative located in the district of Ayaviri, province of Melgar, Puno region. This project gains significance in a context where the State does not fully guarantee the exercise of cultural rights, leaving many Peruvians excluded from access to various artistic and cultural expressions, such as cinema. In response to this problem of exclusion, initiatives like Microcine Tarpuy emerge, playing a fundamental role in their communities. They not only foster, through cinema, the exercise of these rights but also use them as tools to promote the well-being and holistic development of their surroundings. In this context, this research aims to analyze how the cultural management of Community Cinema at Microcine Tarpuy, under the strategic lens of the premises of Communication for Social Change, contributes to the development of the community of Ayaviri, Puno. To achieve this, the concepts of Community Cinema, Communication for Social Change, culture, development, citizen participation, and cultural management in community cultural work are explored. Thus, as a general conclusion, the research highlights that the cultural management of Community Cinema at Microcine Tarpuy, through a participatory, dialogical, and horizontal communication approach, has fostered citizen participation, transforming the inhabitants of Ayaviri into active cultural citizens. These individuals not only exercise their cultural rights to access and participate in cinema but also lead social change processes and political advocacy efforts that contribute to building a more inclusive, equitable, and resilient Ayaviri in its social, cultural, and environmental dimensions. In doing so, Microcine Tarpuy is consolidated as a key driver for the integral development of its community.
