Plan estratégico de la generación fluvial de electricidad en el Perú

Abstract

El sector energético es uno de los sectores clave para el desarrollo nacional, siendo indispensable garantizar el abastecimiento de energía para hacerlo posible. El Perú cuenta con un importante potencial de generación fluvial de electricidad por aprovechar, sin embargo es importante no dejar de lado el desarrollo de las otras fuentes alternativas. El Ministerio de Energía y Minas, tiene como misión promover el desarrollo sostenible y competitivo de las actividades energéticas y mineras asegurando el suministro de energía de forma eficaz y eficiente. Adicionalmente se encarga de velar por el cumplimiento del marco legal vigente (Ley de Concesiones Eléctricas), de conducir las políticas energéticas orientadas al aprovechamiento óptimo de los recursos sin perjudicar el medio ambiente, y de promover la inversión privada en dicho sector para la modernización de la infraestructura. La Ley de Concesiones Eléctricas aprobada mediante Decreto Ley 25844 en diciembre del año 1992, dividió la industria en tres segmentos (generación, transmisión y distribución), permitiendo el ingreso de empresas privadas al sistema. La presente tesis plantea un planeamiento estratégico para la Generación Fluvial de Electricidad en el Perú, que permitirá aprovechar el potencial de los ríos con lo cual se logrará que la generación fluvial de electricidad se incremente al 2022 y se mantenga como la tercera fuente de generación de electricidad en el Sector Eléctrico Interconectado Nacional del Perú.

The energy sector is one of the key sectors for national development, being essential to ensure the supply of energy to make it happen. Perú has a significant potential to harness hydropower generation, however it is important aside disallow the development of alternative sources. The Ministry of Energy and Mines, is to promote sustainable and competitive energy and mining activities ensuring energy supply effectively and efficiently. Additionally responsible for ensuring compliance with the existing legal framework (Electricity Concessions Law), driver-oriented energy policies optimal use of resources without harming the environment, and to promote private investment in the sector to modernize infrastructure. Electricity Concessions Law Decree Law 25844 approved in December of 1992, the industry divided into three segments (generation, transmission and distribution), allowing the entry of private companies into the system. This thesis presents a strategic plan for the River Generating Electricity in Perú, which will harness the power of rivers which will ensure that electricity generation to increase river to 2022 and remains as the third generation source electricity in the National Interconnected Electric Sector of Perú.
