Planeamiento estratégico de los derechos personales y libertad personal y de elección como pilares del índice de progreso social regional

Abstract
El presente documento constituye el planeamiento estratégico para mejorar el Índice
de Progreso Social Regional del Perú en los componentes de Derechos Personales y Libertad
Personal y de Elección, con el propósito de mejorar el desarrollo social de los peruanos.
Ambos componentes pertenecen a la dimensión de Oportunidades cuyos índices regionales
en el Perú, el año 2016, muestran un panorama desfavorable, posicionando a las diferentes
regiones en el nivel muy bajo en Derechos Personales y bajo en Libertad Personal y de
Elección. A nivel mundial, según el Social Progress Imperative, el Perú se encuentra
ocupando los puestos 40 y 70, respectivamente, para los componentes mencionados de un
total de 128 países evaluados.
Este planeamiento estratégico está basado en el modelo secuencial presentado por
D’Alessio (2015), teniendo como resultado del análisis interno y externo, falta de
coordinación entre los sectores involucrados, educación deficiente y altos índices de
corrupción, lo que, sumado a una deficiente tecnología, no permite conectar a la población,
principalmente de las zonas más alejadas, con las instituciones del Estado. Para ello, se han
definido nueve objetivos de largo plazo, los mismos que cuentan con tres objetivos de corto
plazo, con la finalidad de cumplir la visión al 2027, en el que el Perú se encontrará en el nivel
medio alto respecto a sus Derechos Personales y nivel alto en Libertad Personal y de Elección
del Índice de Progreso Social Regional del Perú.
Con este propósito, se han definido nueve estrategias retenidas que permitirán mejorar
la posición de los componentes de Derechos Personales y Libertad Personal y de Elección en
el índice de progreso social regional para el año 2027, las mismas que buscan fortalecer las
instituciones del Estado, donde el control, seguimiento y sostenibilidad son fundamentales
para alcanzar mejoras significativas que garanticen una calidad de vida digna para todos los
peruanos.
This document constitutes the strategic planning to improve the Regional Social Progress Index of Peru in the components of Personal Rights and Personal Freedom and of Choice, with the purpose of improving the social development of Peruvians. Both components belong to the Opportunities dimension, whose regional numbers for Peru in 2016 show an unfavorable outlook, positioning the different regions at the very low level of Personal Rights and low on Personal and Election Freedom. According to the Social Progress Imperative, Peru is ranked 40th and 70th worldwide, respectively, for the aforementioned components of a total of 128 countries evaluated. This strategic planning is based on the sequential model presented by D'Alessio (2015), resulting in internal and external analysis the lack of coordination among the sectors involved, poor education and high levels of corruption, which added to poor technology, does not allow to connect the population, mainly from the most remote areas, with state institutions. For this purpose, nine long-term objectives have been defined to fulfill the 2027 vision, in which Peru will be at the medium high level with respect to its Personal Rights and high level of Personal Freedom and Choice of the Social Progress Index in the region. To this end, nine strategies have been defined that will improve the position of both components in the index of regional social progress, which seek to strengthen the institutions of the state where control, monitoring and sustainability are the basis for achieving significant improvements that guarantee quality of life worthy of all Peruvians.
