Abstract
La tesis desarrollada abarca sobre la facilidad para hacer negocios en el Perú en la
provincia de Leoncio Prado de la región Huánuco, está basado, principalmente, en un análisis
y determinación de las brechas de plazos, normativas, que implican los diversos
procedimientos administrativos y los costos relacionados que se necesitan para la creación y
formalización de empresas, sobre los cinco aspectos o pilares acordes con la metodología del
Banco Mundial.
Para ello, se realizó un análisis exhaustivo de los cinco pilares claves que intervienen
en dicho proceso: (a) apertura de una empresa, (b) permisos de construcción, (c) obtención de
electricidad, (d) registro de una propiedad y (e) cumplimiento de contratos; cada uno
relacionando a las variables de tiempo y costo para su cumplimiento. La investigación utiliza
como instrumento la encuesta base de un cuestionario estandarizado, según la metodología
del Doing Business, determinando la aplicación de una investigación de tipo cualitativo
descriptivo, dado que para la determinación de los tiempos y de los costos necesarios en la
formalización de una empresa, se trabajará sobre la base de la metodología de la distancia a la
frontera (DAF), creada por el Doing Business del Banco Mundial.
Se determinó proceder con el levantamiento de información a través de entrevistas a
los representantes de las instituciones de la provincia de Leoncio Prado, revisión del número
procedimientos, descarga y análisis de respuestas emitidas en las encuestas y, posteriormente,
un análisis de resultados. Asimismo, se analizó y se determinó cuáles son los procedimientos
que toman mayores tiempos para su cumplimento y las diferencias que existen entre los
costos requeridos para formalizar una empresa en el Perú, España y Colombia.
Los resultados determinar el hallazgo de brechas en los cincos pilares de la
metodología del Doing Business, con relación al proceso de Apertura la brecha fue la más
amplia, en cuanto al Registro de Propiedad se hallaron ligeras deficiencias, pero aun
observables, en cuanto a los permisos de Construcción también se encontraron diferencias.
Finalmente, se hallaron estrategias para la mejora interna de los procesos, de
investigación sirva como un aporte a las mejoras regulatorias para la formalización de
empresas con el fin de seguir haciendo al Perú un país competitivo a nivel de Latinoamérica y
a nivel global
The thesis developed on the ease of doing business in Peru in the province of Leoncio Prado in the Huánuco region, is based mainly on an analysis and determination of deadlines, regulations, involving various administrative procedures and the Related costs that are needed for the creation and formalization of companies, on the five aspects or pillars according to the methodology of the World Bank. To do this, a thorough analysis of the five key pillars involved in this process was carried out: (a) opening a company, (b) building permits, (c) obtaining electricity, (d) registering a property and (e) compliance with contracts; each relating the variables of time and cost to their fulfillment. The research uses as a tool the basic survey of a standardized questionnaire, according to the Doing Business methodology, determining the application of a descriptive qualitative research, given that for the determination of the times and costs required in the formalization of a company, Will be worked on the basis of the methodology of the distance to the border (DAF), created by the Doing Business of the World Bank. It was determined to proceed with the collection of information through interviews with the representatives of the institutions of the city of Leoncio Prado, review of the number of procedures, download and analysis of responses issued in the surveys and, subsequently, an analysis of results. Likewise, it was analyzed and determined which are the procedures that take more time to comply and differences between the costs required to formalize a company in Peru, Spain and Colombia. The results determine the finding of gaps in the five pillars of the Doing Business methodology, in relation to the process of opening the gap was the widest, as regards the Land Registry, there were slight deficiencies, but still observable, in terms of the Construction permits were also found differences. Finally, strategies for the internal improvement of the processes were found, as a contribution to the regulatory improvements for the formalization of companies in order to continue making Peru a competitive country in Latin America and at the global level
