La Influencia de los medios de comunicación en las acciones políticas: Caso de la Ley de Régimen Laboral Juvenil

Abstract
El presente trabajo busca detallar cómo funciona la influencia de los diferentes sectores
de la sociedad y cómo afecta, ya sea positiva o negativamente, al dictado de leyes. Así como
comprender el nivel de influencia de la opinión pública en el Perú en las agendas políticas y el
proceso de ejecución de estas en tiempos no electorales.
En ese sentido se analizarán los hechos transcurridos durante la aprobación de la “Ley
que promueve el Acceso de Jóvenes al Mercado Laboral y a la Protección Social”, coloquialmente
conocida como la “Ley Pulpín”, a fin de determinar si el rechazo de esta ley se debió a un llamado
a justicia de parte de la población, una manipulación de agrupaciones políticas, o una falta de
comunicación estatal, la cual llevó a confusión sobre los alcances de la ley.
A lo largo del presente trabajo se analizan distintas variables, y es así como luego de
desarrollar este análisis se puede determinar que los medios de comunicación convencionales
como la radio y la televisión tuvieron un rol protagónico en el proceso de cobertura de la
promulgación de la Ley Pulpín, así como en las marchas organizadas por diversos colectivos.
Esto influyó en la opinión del ciudadano peruano frente a la vulneración de derechos de los
trabajadores.
Por otro lado, se puede inferir que agentes externos fueron determinantes en el desarrollo
de la promulgación y rechazo de la Ley Pulpín, lo cual establece que la participación de la
ciudadanía juega un rol fundamental en el cuestionamiento permanente hacia las medidas
desarrolladas por el Ejecutivo.
En este trabajo, se ha hecho especial énfasis en mantener la imparcialidad del caso con
la intención de no iniciar una discusión del contenido sobre el debate y las propuestas para
determinar si la Ley 30288 y sus actores han actuado de buena fe o no.
The present work seeks to detail how the influence of the different sectors of society works and how it affects, either positively or negatively, the dictation of laws. As well as seeking to understand the level of influence of public opinion in Peru on political agendas and the process of their execution in non-electoral times. In this sense, the events that occurred in the approval of the "Law that promotes Youth Access to the Labor Market and Social Protection", colloquially known as the "Pulpin Law", will be analysed in order to determine if the rejection of this Law is It was due to a call for justice from part of the population, a manipulation of political groups, or a lack of state communication, which led to confusion about the scope of the Law. Throughout this document, different variables are analysed, and this is how, after developing this analysis, it can be determined that the conventional media such as radio and television had a leading role in the process of coverage of the enactment of the Pulpín Law, as well as in the marches organized by various groups. This influenced the opinion of the Peruvian citizen regarding the violation of workers' rights. On the other hand, it can be inferred that external agents were decisive in the development of the promulgation and rejection of the Pulpín Law, which establishes that citizen participation plays a fundamental role in the permanent questioning of the measures developed by the Executive. In this work, special emphasis has been placed on maintaining the impartiality of the case with the intention of not starting a discussion of the content of the debate and the proposals to determine if Law 30288 and its actors have acted in good faith or not.
