Abstract
La presente investigación analiza los problemas que han presentado los
Presupuestos Participativos en el gobierno local de Lurín, en los años 2015 al 2018,
durante el periodo de gestión del alcalde José Enrique Arakaki Nakamine. El estudio
fija su mirada en todo el proceso participativo de los Presupuestos Participativos, a fin
de identificar cuáles son los factores que alteraron la calidad de la participación
ciudadana en el distrito. El trabajo centra su atención en la necesidad de contar con
una real y eficiente política pública a nivel sub nacional, que permita fortalecer de
mejor manera a los procesos participativos.
La tesis posiciona como hipótesis medular de trabajo que el clientelismo político, la
falta de cultura participativa, los problemas normativos, la inexistencia del
equipamiento urbano, entre otras, han sido los factores que han permitido evidenciar
la problemática participativa. La responsabilidad compartida entre las autoridades y
los agentes participantes, han sido determinantes para reconocer que sus
actuaciones han sido fundamentales en los problemas que presentaron los
Presupuestos Participativos.
El estudio desarrolla al Presupuesto Participativo como un proceso a través del cual
los ciudadanos, de forma individual o por medio de organizaciones sociales, pueden
de forma voluntaria y constante contribuir en la toma de decisiones del presupuesto
público, a través de una serie de reuniones anuales con las autoridades
gubernamentales (Goldfrank 2006: 4).
Concluye exponiendo que la razón de la aparición de los problemas de la participación
ciudadana en los Presupuestos Participativos en los años 2015 al 2018, tuvo como
matriz, el nulo fortalecimiento de dicho mecanismo como una política pública efectiva
y eficaz en beneficio de todos los vecinos del distrito de Lurín.
The present investigation analyzes the problems that the Participative Budgets have presented in the district of Lurín between the years 2015 to 2018, during the period of government of the mayor José Enrique Arakaki Nakamine. The study sets its sights on the entire participatory process of Participatory Budgets, in order to identify what are the factors that altered the quality of citizen participation in the district. The work focuses on the need to have a true public policy at the local level, which allows for a better strengthening of participatory processes. The thesis assumes as a working hypothesis that political patronage, the lack of participatory culture, regulatory problems, the absence of urban equipment, among others, have been the factors that have allowed the participatory problem to be evidenced. The shared responsibility between the authorities and the participating agents has been decisive in recognizing that their actions have been fundamental in the problems presented by the Participatory Budgets. The study develops the Participatory Budget as a process through which citizens, individually or through social organizations, can voluntarily and constantly contribute to public budget decisions, through a series of annual meetings with government authorities. It concludes by stating that the reason for the appearance of the problems of citizen participation in the Participatory Budgets in the years 2015 to 2018, had as a matrix, the null strengthening of said mechanism as an effective and effective public policy for the benefit of all residents of the Lurín district.
