Resumen
La tesis aborda la problemática de la representación legislativa de los pueblos
indígenas en el contexto político peruano, destacando la falta de respaldo estatal a la
gobernanza indígena y su reconocimiento como sujetos políticos. La investigación
propone analizar cómo los parlamentarios indígenas han desarrollado un discurso
representativo y enfrentado desafíos en su ejecución, con el objetivo de proporcionar
estrategias para una consolidación multicultural genuina. Se emplea un enfoque
cualitativo, operacionalizando el "desempeño parlamentario" mediante la
sistematización de indicadores clave, como la cantidad de iniciativas legislativas
propuestas, su aprobación y publicación, y la relevancia en temas indígenas. La
metodología se centra en entrevistas, análisis de leyes, documentos oficiales del
Estado y reportes periodísticos, de los cuales se obtiene perspectivas esclarecedoras
de la problemática y del contexto en el cual se desarrolla. La selección de
representantes indígenas se basa en criterios como la autoidentificación, participación
comunitaria, experiencia en temas indígenas y respaldo comunitario. La tesis busca
comprender la contribución de la representación indígena en la formulación de leyes,
destacando su influencia en el proceso legislativo.
The thesis addresses the problem of the legislative representation of indigenous communities in the Peruvian political context, highlighting the lack of state support for indigenous governance and their recognition as political subjects. The research proposes to analyze how indigenous parliamentarians have developed a representative discourse and faced challenges in its execution, with the aim of providing strategies for genuine multicultural consolidation. A qualitative approach is used, operationalizing "parliamentary performance" by systematizing key indicators, such as the number of proposed legislative initiatives, their approval and publication, and relevance to indigenous issues. The methodology focuses on interviews, analysis of laws, official State documents and journalistic reports, from which clarifying perspectives of the problem and the context in which it develops are obtained. The selection of indigenous representatives is based on criteria such as self-identification, community participation, experience in indigenous issues and community support. The thesis seeks to understand the contribution of indigenous representation in the formulation of laws, highlighting its influence on the legislative process.
