Abstract
La globalización y el acelerado avance de la tecnología han permitido la utilización de
nuevos indicadores alternativos al tradicional uso del producto bruto interno (PBI) como
indicador del progreso o éxito de un país. Diversos indicadores de tipo social han sido
propuestos, tales como el Índice de Desarrollo Humano y el Índice de Oportunidades
Humanas desarrollados por el Programa de las Naciones Unidas para el Desarrollo (PNUD) y
el Banco Mundial, respectivamente. El Social Progress Imperative sugirió, en el 2016, el
Índice de Progreso Social (IPS) como herramienta holística e integral que mide el bienestar
de las personas considerando sus necesidades básicas, el entorno necesario para mejorar, el
mantenimiento de su calidad de vida y la creación de oportunidades para su máximo
desarrollo. La presente investigación mide el IPS a nivel distrital, específicamente en el
distrito de San Borja, cuyas fortalezas le han merecido ser considerado como el Silicon
Valley del Perú. Es así que el presente trabajo, de enfoque cuantitativo y diseño no
experimental, describe la situación a nivel de progreso social del distrito en un momento
determinado y considerando tres dimensiones: Necesidades Humanas Básicas, Fundamentos
del Bienestar y Oportunidades. La muestra estuvo conformada por 385 viviendas y la
recolección de datos se realizó a través de encuestas e información de instituciones públicas.
La utilización del IPS de San Borja ─como sólida herramienta que mide el bienestar social
independientemente del desempeño económico─ permite definir estrategias que consideran el
crecimiento inclusivo en el distrito, así como identificar áreas prioritarias que necesitan
mejoras priorizando la inversión pública y considerando lo que realmente es importante para
la calidad de vida de los ciudadanos de esta localidad.
The globalization and the accelerated advance of technology have allowed the use of new alternative indicators to the traditional use of GDP as an indicator of the progress or success of a country. Various social indicators have been proposed, such as the Human Development Index and the Human Opportunity Index developed by UNDP and the World Bank, respectively. The Social Progress Imperative suggested in 2016, the Social Progress Index (IPS) as a holistic and comprehensive tool that measures the people welfare considering their basic needs, right environment to improve, maintenance of quality of life and the creation of opportunities for its maximum development. This research measures IPS at the district level, specifically in the District of San Borja, which has strengths that are considered to be the Silicon Valley of Peru. Thus, the current work which has a quantitative approach and nonexperimental design describes the situation at the level of social progress of the District at a given time and considering three dimensions: basic needs, welfare fundamentals and opportunities. The sample consisted of 385 homes and data collection was done through surveys and information from public institutions. The use of the IPS of the District of San Borja ─as a solid tool that measures social welfare regardless of economic performance─ allows defining strategies that consider inclusive growth in the District, as well as identifying priority areas that need improvement prioritizing public investment and considering what is really important for the quality of life of the citizens of this District.
