Estrategia de Gestión del Proyecto: “Fortalecimiento de Capacidades Técnicas en manejo integrado del cultivo de mango de exportación en la Región Piura, para asegurar los resultados en la adopción de las nuevas tecnologías por parte de los usuarios”

Resumen
El Proyecto: Fortalecimiento de capacidades técnicas en manejo integrado del cultivo de
mango de exportación en la Región Piura, objeto de estudio de la investigación se ha
llevado a cabo en el Centro Poblado Valle Los Incas del Distrito de Tambo Grande de la
Provincia de Piura, Región Piura; el cual estuvo dirigido a beneficiar a 1,200 pequeños
productores de mango. Contempló la transferencia de un paquete tecnológico orientado a
fortalecer las capacidades técnicas de los productores en el manejo y aplicación de
tecnologías mediante su adopción a través de la utilización de métodos modernos de
enseñanza – aprendizaje a fin de incrementar los rendimientos por hectárea y mejorar los
ingresos de los productores. Su ejecución estuvo a cargo del INIA a través de la Estación
Experimental Agraria La Chira. Se realizó un análisis minucioso del Proyecto, sus
componentes, actividades de implementación y resultados alcanzados; así mismo se ha
evaluado la calidad de la intervención desde el punto de vista de la satisfacción de los
beneficiarios y la adopción de las nuevas tecnologías. Dada la situación de pandemia se ha
empleado una estrategia cualitativa con herramientas como: entrevistas y revisión
documentaria. Los resultados de la investigación mostraron que el proyecto careció de una
estrategia para brindar los servicios de asistencia técnica de manera más apropiada;
además de no contar con actividades de sensibilización que garantice una participación
masiva de los beneficiarios. La investigación permitió determinar que: algunas de las
nuevas tecnologías, no tomaron en cuenta la realidad de los productores; a pesar de los
gastos y esfuerzos adicionales que tuvieron que realizar los beneficiarios, esto no constituyó
una barrera para aplicar las nuevas tecnologías; las tecnologías transferidas lograron de
todas maneras cumplir con el objetivo de mejorar la productividad de los beneficiarios; sin
embargo, esto no garantiza necesariamente un mejoramiento de sus ingresos; las alianzas
estratégicas fueron beneficiosas para la ejecución del Proyecto; que los niveles de
asistencia a las actividades de capacitación fueron en promedio muy por debajo de lo
aceptable, que los indicadores establecidos en el Marco Lógico no fueron en su mayoría
correctamente formulados, que la distribución de las partidas presupuestales otorgó más
peso a actividades no críticas para el logro de los resultados; que durante la ejecución del
Proyecto si se tomaron en cuenta aspectos relacionados a la realidad socio cultural de los
beneficiarios; los beneficios generados por el Proyecto, no tuvieron que ver con la mejora de
la calidad de vida de los beneficiarios, ya que los niveles de rentabilidad no lo permitieron; a
pesar de todo ello, el nivel de aceptación del Proyecto por parte de los beneficiarios fue muy
alto.
A partir de los hallazgos se formulan conclusiones y recomendaciones que pueden ser
tomados en cuenta para futuras intervenciones a cargo del INIA. Finalmente, la tesis aporta
una propuesta de estrategia para implementar y gestionar proyectos similares, de
transferencia tecnológica, que garanticé una mejor adopción de las nuevas tecnologías por
parte de los beneficiarios, considerando entre otros, los aspectos culturales. La propuesta
podrá contribuir al desarrollo de políticas públicas orientadas a mejorar la calidad de vida de
los pequeños productores agrícolas en el País.
The Project: Strengthening of technical capacities in integrated management of the export mango crop in the Piura Region, object of study of the research has been carried out in the Valle Los Incas Population Center of the Tambo Grande District of the Province of Piura, Piura Region; which was aimed at benefiting 1,200 small mango producers. It contemplated the transfer of a technological package aimed at strengthening the technical capacities of producers in the management and application of technologies through their adoption through the use of modern teaching-learning methods in order to increase yields per hectare and improve income of the producers. Its execution was in charge of INIA through the Chira Agrarian Experimental Station. A detailed analysis of the Project, its components, implementation activities and the results achieved was carried out; Likewise, the quality of the intervention has been evaluated from the point of view of the satisfaction of the beneficiaries and the adoption of new technologies. Given the pandemic situation, a qualitative strategy has been used with tools such as: interviews and documentary review. Research results showed that the project lacked a strategy to provide technical assistance services more appropriately; in addition to not having awareness activities that guarantee a massive participation of the beneficiaries. The investigation allowed to determine that: some of the new technologies did not take into account the reality of the producers; Despite the additional costs and efforts that the beneficiaries had to make, this did not constitute a barrier to applying the new technologies; The transferred technologies still managed to meet the objective of improving the productivity of the beneficiaries; however, this does not necessarily guarantee an improvement in your income; the strategic alliances were beneficial for the execution of the Project; that the levels of attendance at training activities were on average well below what is acceptable, that the indicators established in the Logical Framework were mostly not correctly formulated, that the distribution of budget items gave more weight to non-critical activities for the achievement of results; that during the execution of the Project, aspects related to the socio-cultural reality of the beneficiaries were taken into account; the benefits generated by the Project had nothing to do with improving the quality of life of the beneficiaries, since the profitability levels did not allow it; Despite all this, the level of acceptance of the Project by the beneficiaries was very high. Based on the findings, conclusions and recommendations are formulated that can be taken into account for future interventions by INIA. Finally, the thesis provides a strategy proposal to implement and manage similar technology transfer projects, which guaranteed a better adoption of new technologies by the beneficiaries, considering cultural aspects, among others. The proposal may contribute to the development of public policies aimed at improving the quality of life of small agricultural producers in the country.
