Abstract
El plan estratégico presentado, permitirá impulsar el desarrollo del sector
microfinanciero en la región Cusco en un periodo de diez años, tema crucial dado que en la
actualidad existe un bajo nivel de bancarización en la región, correspondiente al 27.4% de la
población total, actualmente el acceso al crédito se ha flexibilizado debido al marco
regulatorio existente en el sector microfinanciero, siendo considerado como la primera
alternativa de apoyo para los microempresarios en el desarrollo de sus emprendimientos. Por
lo tanto, se cuenta entonces con un 72.6 % de mercado disponible para el desarrollo del
sector, el cual puede ser explotado de manera eficiente con la aplicación del planeamiento
estratégico planteado, el cual establece una visión, misión, valores, y código de ética basados
en los principios de responsabilidad, honestidad, trabajo en equipo, optimismo, medio
ambiente y responsabilidad social. El trabajo incluye un análisis de entorno a través de las
fuerzas PESTE identificando las principales oportunidades y amenazas, que rodean al sector,
las cuales son planteadas en la matriz EFE. Así mismo, se realiza un análisis interno al sector
describiendo las principales fortalezas y debilidades, expresadas en la matriz EFI, donde se
realiza un análisis competitivo de los principales competidores y productos sustitutos
generando un comparativo con las principales instituciones financieras referentes del sector a
nivel mundial, puesto que las microfinanzas se desarrollan en escenarios internacionales.
Mediante el uso de las matrices de insumo, de emparejamiento, y matrices de
decisión, se determinan las once estrategias que se implementarán para lograr los objetivos
trazados para el sector, con las que se fijan la acciones a realizar para cumplir cada uno de los
objetivos planteados, identificando los recursos y las políticas necesarias que permitirán su
implementación y el logro de la visión definida para el sector. El control de las actividades,
los recursos, y políticas a través del tablero de control balanceado, permitirá alcanzar el
escenario futuro esperado para el sector al 2026
The present strategic plan will allow promoting the development of the microfinance sector in the Cusco region in a period of ten years. It is a crucial issue, given that there is currently a low level of banking in the region, corresponding to 27.4% of the total population, nowadays access to credit has been relaxed due to the existing regulatory framework in the microfinance sector, being the first alternative support for micro entrepreneurs in the development of their enterprises. Therefore, there is a 72.6% market available for the development of the microfinance sector, which can be better exploited with the application of strategic planning, which establishes a vision, mission, values, and code of ethics, which are based in the responsibility principles, honesty, teamwork, optimism, environment and social responsibility. The work performed includes an analysis of the environment through PESTEC forces, identifying the main opportunities and threats, that surround the sector and which are raised in the EFE matrix. Also, an internal analysis is carried out to the sector describing the main strengths and weaknesses, expressed in the EFI matrix, in this part of the work a competitive analysis of the main competitors and substitute products is made. As well, a comparison is generated with the main financial institutions, which can serve as a benchmark for the industry worldwide, since microfinance developed in international settings. Through the use of input matrices, pairing and decision matrices, the eleven strategies that were implemented to achieve the goals set for the sector are determined, with these strategies are set the actions to be performed to meet each of the objectives set, identifying the resources and necessary policies that will allow its implementation and the achievement of the defined vision for the sector. The activities, resources, and policies control are doing through the balance score card, which allows to reach the expected future for the sector in 2026
