Abstract
El Sistema Metropolitano de la Solidaridad-SISOL es una red de establecimientos de salud de
primer nivel de atención perteneciente a la Municipalidad Metropolitana de Lima.
Caracterizado por tener un modelo de organización autofinanciado, con capacidad de atraer la
inversión privada para ofrecer servicios de salud según los estándares que exige la autoridad
del sector salud. SISOL se financia del gasto de bolsillo de sus usuarios y al no depender de
los fondos públicos debe de asegurar una eficiente ejecución de presupuestal, es decir utilizar
el financiamiento para desarrollar actividades que estén alineados a sus objetivos estratégicos.
Sin embargo, durante los últimos tres años su rentabilidad financiera (ROE) descendió de
45.86% en 2019 a 5.91% en los años 2020, 2021, 2022; pese al incremento de ingresos en 12%
con relación al año 2019; incrementado sus costos en 27% durante el 2022 con relación al año
2019. En tal sentido, la presente consultoría selecciona la sede- SISOL Lince con la finalidad
de proponer la implementación del Sistema de Control Gerencial según metodología planteada
por Kaplan y Norton (1996), optimizar el proceso de abastecimiento de bienes y según el
modelo de madurez de proceso de Hammer (2007) y sistematización y automatización de sus
procesos de gestión de abastecimiento en aplicación del “Plan de Gobierno Digital del Sistema
Metropolitano de la Solidaridad-SISOL 2023-2024” aprobada con Resolución de Gerencia
General N 175-20222-GG-SISOL-MML. La inversión de la consultoría se valoriza en 115,5
mil soles, demostrando ser viable, debido que, a cinco años se proyecta una Tasa Interna de
Retorno de 101.5% con VAN de 1, 141,630.21 soles para la sede SISOL Lince.
The “Sistema Metropolitano de la Solidaridad”-SISOL is a network of first-level healthcare facilities belonging to the Metropolitan Municipality of Lima. It is characterized by having a self-financed organizational model with the capacity to attract private investment to provide healthcare services in accordance with the standards required by the healthcare sector authority. SISOL is funded through out-of-pocket expenses by its users and, as it does not depend on public funds, it must ensure efficient budget execution, meaning that financing is used to develop activities aligned with its strategic objectives. However, over the past three years, its Return on Equity (ROE) has declined from 45.86% in 2019 to 5.91% in the years 2020, 2021, and 2022, despite a 12% increase in revenue compared to 2019 and a 27% increase in costs in 2022 compared to 2019. In this regard, this consultancy selects the SISOL Lince headquarters with the purpose of proposing the implementation of the Management Control System according to the methodology outlined by Kaplan and Norton (1996), optimizing the procurement process of goods, and following the process maturity model of Hammer (2007), as well as the digital transformation of its procurement management processes in accordance with the "Digital Government Plan of the Metropolitan Solidarity System-SISOL 2023-2024," approved by General Management Resolution No. 175-20222-GG-SISOL-MML. The consulting investment, valued at 115.5 thousand soles, is deemed viable. This is supported by the projection of an Internal Rate of Return of 101.5% and a Net Present Value of 1, 141,630.21 soles over five years specifically for the SISOL Lince headquarters.
