Experiencia de sostenibilidad de pequeños productores ecológicos de papas nativas en la región Huancavelica. Caso de la Cooperativa Agraria Agropia Ltda

Abstract
La presente investigación analiza el caso de la cooperativa agraria "Agropia
Ltda." conformada por pequeños productores de los distritos de Pazos,
Huaribamba y Castrovirreyna en Huancavelica - Perú, que se organizaron para
producir y comercializar papas nativas orgánicas entre el 2008 y 2019, como
resultado de la intervención de dos organizaciones no gubernamentales:
Agrónomos y Veterinarios Sin Fronteras (AVSF) y el Centro para el Desarrollo
Integral de las Comunidades (CEDINCO).
El objetivo principal fue identificar los factores que han contribuido a la
sostenibilidad de Agropia a través de métodos cualitativos que permitieron
analizar la participación de los productores en los proyectos de las ONG, las
habilidades desarrolladas para la asociatividad, producción y comercialización;
así como su impacto, con el fin de proponer recomendaciones innovadoras para
el mejor desempeño asociativo.
La investigación demostró que hubo muchos desafíos y aprendizajes para los
profesionales a cargo de los proyectos. Los productores mostraron un alto nivel
de compromiso y se involucraron en todas las actividades de capacitación,
asistencia técnica, certificación orgánica y pasantías. Asimismo, demostraron
altos niveles de confianza en sus líderes porque estaban orientados a los
resultados, lograron la construcción de una planta de procesamiento y
desarrollaron alianzas con diferentes instituciones.
Se encontraron muchas buenas prácticas en campo, evidenciando que los
agricultores usan insumos orgánicos, diferencian sus herramientas y cumplen
con los requisitos de certificación orgánica. Para exportar sus productos a
mercados de comercio justo, aplican técnicas de pos cosecha, seleccionan
cuidadosamente las papas nativas según su calidad y las transforman en papas
fritas. Los ingresos familiares de los miembros dependen principalmente del
trabajo en equipo y su capacidad para cumplir con los estándares de calidad.
Este estudio concluye que el éxito de Agropia se basa en el sólido tejido social
que permitió a las ONG mejorar las capacidades, dinamizar los mercados y
conseguir financiamiento para la gestión de proyectos complementarios.
This research analyses the case of the agricultural cooperative “Agropia Ltda” made up of small producers from the Pazos, Huaribamba and Castrovirreyna districts in Huancavelica - Peru, who organized to produce and commercialize native organic potatoes between 2008 and 2019, as a result of the intervention of two Non - Governmental Organizations: Agronomist and Veterinarians Without Borders (AVSF) and the Center for Integral Development of Communities (CEDINCO). The main aim of the study was to identify the factors that have contributed to Agropia’s economic sustainability through qualitative methods that allowed to analyze the producer participation in the NGO projects, the skills developed, the production and commercialization systems that were implemented as well as their long – term impacts, in order to propose innovative recommendations to improve the producers` associativity, their economic performance and well-being. The research showed that the processes were plenty of challenges and learnings for the professionals in charge of the projects. Fortunately, the producers showed a high level of commitment and got involved in all the technical assistance activities, such as training, organic certification programmes and internships. Indeed, the cooperative partners evidenced high levels of trust in their leaders because they were result – oriented, performed as expected, achieved the construction of a processing plant and developed alliances with different institutions. Many good practices were found in the field. At the production stage farmers apply technical crop management, use organic inputs, differentiate their tools and fulfil the organic certification requirements. To export their products to fair trade markets they apply post-harvest techniques, select carefully the native potatoes according to their quality and transform them into chips. Members' household income depends primarily on their teamwork and ability to meet international standards. This study concludes that Agropia`s success relies on its strong social fabric. This factor allowed the NGOs to boost capacity building, market construction and financing for the management of complementary projects.
