La migración a la plataforma Gob.pe y su impacto en la comunicación institucional de las entidades estatales peruanas: Caso Sunat

Resumen
Esta investigación de tipo cualitativa y descriptiva aborda el caso de la migración que la
Superintendencia Nacional de Aduanas y de Administración Tributaria (Sunat) debió
llevar a cabo de su página web a la Plataforma Única del Estado Peruano, GOB.PE, en
el marco de la transformación digital señalada por el Decreto Supremo 033-2018-PCM.
El objetivo que se planteó fue describir el impacto que este proceso obligatorio tuvo
sobre el ejercicio de su comunicación institucional, a partir de lo particular de su
comunicación digital y el cambio que representó en su manera de relacionarse con la
ciudadanía. Con ese fin, se realizaron entrevistas en profundidad a servidores públicos
de áreas de la entidad involucradas en la migración, la Gerencia de Orientación y
Servicios (GOS) y la Gerencia de Comunicación e Imagen Institucional (GCII),
triangulando estos testimonios con un análisis de contenido realizado a la website
antigua, y con una revisión de documentos, guías, planes y normas para contextualizar
el fenómeno. Esta investigación concluyó que la migración a GOB.PE fue recibida con
resistencia por parte de Sunat como una forma de proteger su estructura formal
institucionalizada –representada por las GOS y la GCII– apoyándose en elementos de
aquella –su reglamento de organización y funciones (ROF)– para acatar el mandato solo
ceremonialmente. Dicha resistencia se evidenció en el mantenimiento de la web antigua,
cuyo lenguaje y estructura de contenidos se aparta de la perspectiva de experiencia de
usuario (UX) y de diseño centrado en el usuario (DCU), contenida en los lineamientos
de GOB.PE.
This qualitative and descriptive research addresses the case of the migration that the National Superintendency of Customs and Tax Administration (SUNAT, as in Spanish) had to carry out from its website to the Single Platform of the Peruvian State, GOB.PE, within the framework of the digital transformation outlined in Supreme Decree 033-2018- PCM. The objective was to describe the impact that this mandatory process had on the exercise of its institutional communication, based on the particularities of its digital communication and the change it represented in its way of relating to citizens. To this end, in-depth interviews were conducted with public servants from areas of the entity involved in the migration, the Guidance and Services Management (GOS, as in Spanish) and the Communication and Institutional Image Management (GCII, as in Spanish), triangulating these testimonies with a content analysis of the old website and a review of documents, guides, plans and regulations to contextualise the phenomenon. This research concluded that the migration to GOB.PE was met with resistance by Sunat as a way of protecting its formal institutionalised structure – represented by the GOS and the GCII – relying on elements of that structure – its rules of organisation and functions (ROF, as in Spanish) – to comply with the mandate only ceremonially. This resistance was evident in the maintenance of the old website, whose language and content structure deviates from the user experience (UX) and user-centred design (UCD) perspective contained in the GOB.PE guidelines.
