Resumen
El presente informe detalla los procedimientos utilizados para la
implementación del modelo de supervisión basado en riesgos (SBR) en las
Cooperativas de Ahorro y Crédito (Coopac), bajo el marco normativo impuesto por la
Ley N° 30822 y la Resolución SBS N° 480-2019. En específico, el informe se centra
en las características principales de un marco de supervisión basado en riesgos,
además de sus implicaciones y adaptaciones a un sistema de clasificación de riesgo
de las Coopac. Asimismo, se precisa que, la implementación de este marco de
evaluación contribuye de forma positiva a la efectividad de la supervisión y a su vez
incrementa la eficiencia mediante una mejor asignación de recursos y procesos, ello
en contraposición al periodo anterior al inicio de la supervisión por parte de la
Superintendencia de Banca, Seguros y AFP. En efecto, incluso en sistemas de relativa
menor complejidad – como el sistema cooperativo -, existe un número importante de
entidades de diferentes tamaños que desarrollan una serie de actividades y
operaciones complejas. Bajo este contexto, y en aras del cumplimiento de los
mandatos de la Superintendencia, el desarrollo de un esquema que permita identificar
el riesgo inherente de cada una de las entidades resulta una necesidad prioritaria; más
aún al considerar el bienestar de los socios ahorristas de las Coopac.
This report details the procedures employed for the implementation of the Risk- Based Supervision (RBS) model in Savings and Credit Cooperatives (Coopac), within the regulatory framework established by Law No. 30822 and SBS Resolution No. 480- 2019. Specifically, the report focuses on the main characteristics of a risk-based supervisory framework, as well as its implications and adaptations to a risk classification system for Coopacs. It is further noted that the implementation of this assessment framework contributes positively to the effectiveness of supervision and, at the same time, increases efficiency through improved allocation of resources and processes—contrasting with the period prior to the commencement of supervision by the Superintendency of Banking, Insurance and Private Pension Fund Administrators. Indeed, even in systems of relatively lower complexity—such as the cooperative system—there exists a significant number of entities of various sizes that engage in a wide range of complex activities and operations. In this context, and in compliance with the mandates of the Superintendency, the development of a framework that enables the identification of the inherent risk of each entity becomes a priority—particularly when considering the well-being of Coopac member savers.
