La integración de la población inmigrante venezolana en el sistema peruano de educación básica como un mecanismo para ampliar libertades y generar capacidades

Abstract

El presente estudio tiene como objetivo describir y analizar el proceso de ampliación y/o reducción de libertades y capacidades que se genera a partir de la integración de población inmigrante venezolana en el sistema de educación básica peruano. El abordaje de esta temática desde el desarrollo humano y del enfoque de capacidades hará posible analizar el fenómeno desde una perspectiva multidimensional. En primer lugar, facilitará aproximarse y comprender cómo se da el fenómeno de la integración de la población migrante venezolana en el sistema educativo en términos de acceso a recursos, participación e inclusión social. En segundo lugar, propiciará abordar la educación más allá de términos de acceso, en específico, permitirá aproximarse a la educación como una “capacidad” en sí misma, es decir como el disfrute de la educación como tal; como un “funcionamiento fértil” entendido como un recurso que habilita otras capacidades y funcionamientos valiosos para cada individuo, y como la capacidad de llevar una vida autónoma en base a las oportunidades disponibles para cada persona. La investigación se elaboró bajo una orientación metodológica cualitativa de carácter fenomenológica porque permite recoger la subjetividad, percepciones y valoración de cada individuo otorgue a la capacidad de educación, y sus impresiones sobre cómo se habilitan otras capacidades como consecuencia de esta, logrando así la consecución de sus planes de vida. Las herramientas principales utilizadas para el recojo de la información fueron entrevistas e historias de vida, también denominados relatos de vida.

The objective of this study is to describe and analyze the freedoms and capabilities expanded or constricted by the integration of the Venezuelan immigrant population into the Peruvian basic education system. Addressing this issue, from a human development and capabilities approach, will make it possible to analyze the phenomenon from a multidimensional perspective. Firstly, it will make it easier to approach and understand how the phenomenon of integration of the Venezuelan migrant population into the Peruvian educational system occurs in terms of access to resources, participation and social inclusion. Secondly, it will encourage addressing the topic of education beyond terms of access. Specifically, it will allow us to approach education as a “capacity” in itself, that is, as the enjoyment of education as such and also as a “fertile functioning” understood as a resource that enables other capacities and that allows valuable functionings to be achieved for each individual, and as the ability to lead an autonomous life based on the opportunities available to each person. The research was carried out under a qualitative methodological orientation of a phenomenological nature because it allows collecting the subjectivity, perceptions and assessment of each individual given to the capacity for education, and their impressions about how other capacities are enabled as a consequence of this, thus achieving the achievement of their life plans. The main tools used to collect information were interviews and life stories.
