Abstract
El presente trabajo de investigación tiene como finalidad evaluar la facilidad que
ofrece el Perú para hacer negocios; esta investigación se enfoca en la ciudad de Tambopata
de la región de Madre de Dios. En el trabajo se aplicó la metodología cualitativa donde la
recolección de datos se realizó a través de entrevistas estructuradas y observaciones acorde a
la metodología Doing Business del Banco Mundial. En el estudio se evaluaron a veinte
organizaciones entre empresas públicas y privadas, municipios, gobiernos regionales,
organismos reguladores, notarias y demás fuentes de información primaria relacionadas a los
temas considerados para la evaluación.
Los resultados muestran que el tema más preocupante es el de la obtención del
servicio de electricidad, debido al desconocimiento de muchos de los procedimientos, así
como la informalidad durante la implementación de los sistemas eléctricos de los locales,
oficinas y demás infraestructuras de las empresas. Otro pilar que tiene debilidades es el del
proceso de la apertura de empresas, debido a la falta de información sobre los procedimientos
y costos requeridos por la normatividad vigente. En cuanto al tema de permisos de
construcción, la debilidad se encuentra en la informalidad del sector de la construcción, que a
pesar de contar con profesionales capacitados, los mismos no cumplen con los plazos
establecidos por los empresarios. En cuanto a registro de propiedad se observó la falta de
planificación territorial, así como la baja incidencia de la población en poseer un título de
propiedad ya que se conforman con tener un certificado de posesión y por último en
cumplimiento de contratos, presentan resultados desfavorables desconociendo la población en
sí, de otras herramientas que tiene implementado el Poder Judicial que ayuden a una solución
rápida reduciendo el trámite documentario. El presente trabajo alcanza importancia por ser
una investigación que se realiza a nivel mundial y que sirve de herramienta de evaluación
sobre los países participantes constituyéndose en referente de la situación de los mercados
The purpose of the present research is the evaluation of the ease that Peru offers to do business; this research focuses on the city of Tambopata at the region Madre de Dios. The methodology used was the qualitative methodology, where the data collection is done through structured interviews and observations according to the Doing Business methodology of the World Bank. The study evaluated 20 organizations, between public and private companies, municipalities, regional governments, regulatory agencies, notaries and other sources of primary information related to the issues for evaluation. The results prove that the most worrying issue is obtaining electricity service, due to the lack of knowledge of many procedures, as well as the informality during the implementation of the electrical systems at companies and other infrastructures of the Business. Other problems happen in the process of the opening companies, due to the lack of information on the procedures and the costs required by the current regulations. Also, at the process of construction permits, the weakness is the informality of the construction sector, despite of having good trained professionals; they do not obey the deathliness of the companies. As far as a property register was observed the lack of territorial planning, as well as the low incidence of the population that own a title of property and that they conform with to having a certificate of possession. Finally, in the fulfillment of contracts, the population ignores rules and other tools that have implemented by the Judicial Branch that helps a quick solution by reducing the documentary process. The present research is important because the due of be a world-wide study and that serves as evaluation tool between the participating countries, in order to be a reference to the situation in different markets
