Duplicidad operativa en el Sistema Nacional de Abastecimiento: el caso del Gobierno Regional de Ica durante 2022

Resumen
La Política Nacional de Modernización de la Gestión Pública a 2030 aborda el
problema de la duplicidad en la labor del Estado, señalando como causas del
mismo a la falta de delimitación de competencias y responsabilidades, así como
la insuficiente articulación entre entidades. Al respecto, el presente estudio
identifica y analiza el caso de una duplicidad operativa en el Sistema Nacional
de Abastecimiento (SNA), donde hasta la actualidad se utilizan dos sistemas
informáticos para la gestión de bienes muebles patrimoniales-GBMP: el Módulo
de Bienes Muebles del Sistema de Información Nacional de Bienes Estatales
(SINABIP) y el Módulo de Patrimonio del Sistema Integrado de Gestión
Administrativa del Ministerio de Economía y Finanzas (MP SIGA-MEF).
Esta investigación ilustra uno de los límites a los procesos de modernización en
curso con un caso de estudio de la duplicidad operativa en el SNA en el Gobierno
Regional de Ica durante 2022. Al responderla, se comprueba que esta duplicidad
existe al registrar la información de la GBMP en ambos sistemas, lo cual genera
mayor carga laboral, asimismo, demanda tiempo actualizar ambos sistemas y
mantener la misma información patrimonio-contable, desaprovechando así el
tiempo, los recursos económicos, el uso de las tecnologías de la información y
comunicaciones y el recurso humano; además se muestra el origen de la
duplicidad y se detalla cómo afecta hasta el presente año 2025 al Gobierno
Regional de Ica, así como a otras entidades que forman parte del SNA.
The National Policy for the Modernization of Public Management to 2030 addresses the problem of duplication in the work of the State, identifying the causes of this duplication as a lack of delineation of Powers and responsabilities, as well as insufficient coordination between entities. In this regards, this study identifies and analyzes the case of operational duplication in the National Suppy System (SNA), where two IT systems are currently used for the management of movable propperty assets (GBMP): the Movable Property Module of the National Information System on State Assets (SINABIP) and the Asset Module of the Integrated Administrative Management System of the Ministry of Economy and Finance (MP SIGA-MEF). This research illustrates one of the limitations of ongoing modernization processes with a case study of operational duplication in the SNA in the Regional Government of Ica during 2022.In answering this question, it is verifield that this duplication exists when recording tha GBMP information in both systems, which generates a greater workload. It also requires time to update both systems and maintain the same equity-accounting information, thus wasting time, economic resources, the use of information and communications technologies, and human resources. It also shows the origin of the duplicationand details how it affects the Regional Government of Ica, as well as other entities that are part of the SNA, until the current year 2025.
