Abstract
debilidades, oportunidades y amenazas existentes.
mayor competitividad.
This document is the strategic planning of Bolivar, structured from a detailed analysis of the factors that directly impact the social, economic and political dynamic of the region, facilitating the identification of its strengths, weaknesses, opportunities and threats. Based on the theoric model proposed by D'Alessio (2012), the different matrixes were built to obtain the main strategies needed to achieve the long-term objectives, their correspondent short term objectives and therefore the final vision outlined for the region in 2030. Bolivar is an important region in the Colombian economic context that has been growing steadily (just like the entire country) during the last ten years, but this growth has traditionally been concentrated in the city of Cartagena that attracts tourism and industrial investment. This situation has created an economic gap with the rest of the region that is reflected in the different welfare indicators such as education, health, sanitation and poverty. The strategies proposed in this plan are focused on meeting the basic needs of the population of the region as a fundamental pillar for the development of greater competitiveness.
