Abstract
El deber fundamental del estado es promover una vida justa y digna para
todos, pero la pobreza extrema y el deficiente nivel educativo actual
constitucionalizan una idea de desfavorecimiento para los más pobres. Por ello,
la Municipalidad de Lima se ha enfocado en promover actividades que permitan
a la población mejorar sus capacidades y aptitudes y con el desarrollo de talleres
productivos, los jovenes puedan acceder a una educación técnica productiva a
costo cero, para luego poder insertarse en el mercado laboral.
En este contexto, el presente estudio se enfoca en analizar si las
capacidades de desarrollo humanas a través del capital social pueden generar
el empoderamiento de las personas y el logro de los objetivos como un plan de
vida, conociendo a su vez los conceptos de desarrollo humano planteados por
Martha Nussbaum (2012).
Se empleó la metodología cualitativa para la recolección de datos, el uso
de la observación in situ y de dos instrumentos: entrevista semiestructurada y la
guía para grupo focal.
Los resultados destacan que el implementar programas sociales que
permitien el desarrollo de esas capacidades humanas a través de los esfuerzos
colectivos y el capital social logran un desarrollo integral en el ser humano, no
sólo desde lo técnico-productivo, sino con el fortalecimiento de capacidades que
hace que una población se empodere, no sólo por lo aprendido, sino también por
la convivencia con otros, y a través de los conceptos de asociatividad y
cooperación, puedan combatir las problemáticas que se presentan en distintas
circunstancias de la vida.
The fundamental duty of the state is to promote a just and dignified life for all, but extreme poverty and the current poor level of education constitutionalize an idea of disadvantage for the poorest. For this reason, the Municipality of Lima has focused on promoting activities that allow the population to improve their capacities and skills and with the development of productive workshops, young people can access productive technical education at zero cost, and then be able to enter the working market.
