La priorización de la Alianza del Pacífico como herramienta de integración regional durante el gobierno de Ollanta Humala

Resumen
A partir de un debate académico existente en torno a qué originó la variación en
diferentes políticas del Estado durante el gobierno de Ollanta Humala, en el presente
trabajo de investigación se aborda su cambio de postura con respecto a la integración
regional. En específico, cómo es que Humala defendió ideales de fortalecer a la
Comunidad Andina hacia las elecciones generales del 2011, luego de haber
mantenido también una preferencia bastante marcada por dicho mecanismo durante
las elecciones generales del 2006, para luego llegar a la presidencia y pasar
rápidamente a priorizar a la Alianza del Pacífico. Es a través de la recolección de
diferentes fuentes de información, así como de la realización de entrevistas
semiestructuradas, que en este trabajo se busca defender que la priorización de la
Alianza del Pacifico se dio debido a una actuación pragmática por parte del gobierno
de Humala. El resultado del estudio demuestra que la actuación pragmática por parte
del gobierno se debió a su preferencia por el marco de integración de la Alianza del
Pacífico por sobre el marco de integración de la Comunidad Andina, teniendo en
cuenta que ambos mecanismos pertenecen al mismo modelo de integración: el
abierto. Ello, debido a que la Alianza del Pacífico se ajustaba mejor a los objetivos de
política exterior que el Estado peruano ya había adoptado desde antes de la llegada
de Humala a la presidencia.
Based on an existing academic debate about what caused the variation in different State policies during the Ollanta Humala government, this research work addresses his change of position with respect to regional integration. Specifically, how is it that Humala defended ideals of strengthening the Andean Community towards the 2011 general elections, after having also maintained a fairly marked preference for said mechanism during the 2006 general elections, and then reached the presidency and quickly passed to prioritize the Pacific Alliance. It is through the collection of different sources of information, as well as the conduct of semi-structured interviews, that this work seeks to defend that the prioritization of the Pacific Alliance occurred due to a pragmatic action by the Humala government. The result of the study shows that the pragmatic action on the part of the government was due to its preference for the integration framework of the Pacific Alliance over the integration framework of the Andean Community, taking into account that both mechanisms belong to the same model of integration: the open. This was because the Pacific Alliance better adjusted to the foreign policy objectives that the Peruvian State had already adopted before Humala became president.
