Abstract
El Programa Nacional de Alimentación Escolar Qali Warma, es un programa del
Ministerio de Desarrollo e Inclusión Social, que brinda durante todo el año escolar,
raciones de desayuno a las niñas y niños del nivel inicial y primaria, matriculados
en las instituciones públicas del país.
Las raciones de desayuno distribuidas por el Programa deben garantizar su
calidad e inocuidad. El grupo etario atendido, son niños entre los 3 y 12 años, de
alta vulnerabilidad, que consumen lo que los adultos le proporcionan, por ello las
raciones deben aportar a su salud nutricional, que responda al desarrollo de todas
sus habilidades y logren una vida productiva y saludable.
La investigación tiene la finalidad de identificar los factores que están afectando la
implementación de los procesos de distribución y consumo de las raciones de
desayuno del PNAE Qali Warma, en las instituciones educativas del distrito de
San Vicente, en la provincia de Cañete, región Lima.
La investigación se sustenta en supuestos teóricos de la política social: inclusión,
interculturalidad, seguridad alimentaria y desarrollo humano.
La investigación muestra que entre los principales factores que limitan la
implementación de los procesos de distribución y consumo de las raciones de
desayuno son: La escasa información recibida sobre la calidad nutricional,
inocuidad, aporte calórico, importancia del horario de distribución y consumo, etc.,
no ayuda a concientizar a los padres de familia y docentes sobre la importancia
de su consumo.
La débil relación de confianza entre el programa de alimentación y los padres de
familia, es otro aspecto importantísimo que limita el logro de los objetivos del
Programa. Como recomendación se propone fortalecer los procesos de
capacitación, relacionarse más cercanamente con los padres de familia y crear
formas de comunicación más efectivas.

Research shows that among the main factors limiting the implementation of distribution processes and consumption of breakfast servings are: the paucity of feedback on the nutritional quality, safety, energy intake, importance of distribution and consumption schedule, etc., does not help raise awareness among parents and teachers about the importance of their use. The weak relationship of trust between the feeding program and the parents is another important aspect that limits the achievement of the objectives of the program. As a recommendation, it is proposed to strengthen training processes, relate more closely with parents and create more effective forms of communication.
