Estudio de casos en dos instituciones educativas públicas de nivel primaria en Lima Metropolitana, análisis de la implementación de los compromisos de gestión escolar: monitoreo y acompañamiento de la práctica pedagógica y gestión de la convivencia escolar durante el 2019

Abstract
En el año 2014 el Ministerio de Educación del Perú desarrolla el Marco del Buen
Desempeño Directivo, el cual es la base para la formulación de los lineamientos
de Gestión Escolar en el país. Bajo estos parámetros, desde el año 2015 se crean
los Compromisos de Gestión Escolar, con el objetivo de mejorar los aprendizajes
de los y las estudiantes a través de la gestión escolar con liderazgo pedagógico.
En ese sentido, los equipos directivos gestionan sus instituciones tomándolos en
consideración. A pesar de ello, los resultados en las mediciones tanto de
aprendizajes, práctica pedagógica y gestión escolar realizados por el Ministerio de
Educación y otras entidades, muestran bajos resultados. Específicamente los
resultados en cuanto a práctica pedagógica de los y las docentes arrojan que solo
el 10.5% promueve el pensamiento crítico en el aula. Por otro lado, los resultados
en gestión escolar muestran que solo 32.5% de directivos realiza el monitoreo y
acompañamiento de la práctica pedagógica y que existe un déficit de casi el 40%
respecto al manejo de normas de convivencia en la institución educativa.
(MINEDU, 2018).
En ese sentido, se evidencia que el monitoreo y acompañamiento de la práctica
pedagógica y la gestión de la convivencia escolar si bien son aspectos relevantes
de la gestión de los directivos, no están logrando los resultados esperados. En
consecuencia, la presente investigación determina si estos, llamados también
Compromisos 4 y 5 respectivamente, aportan a la mejora de la calidad educativa
en 2 IIEE de nivel primaria en Lima Metropolitana. Para ello, se ha analizado el
nivel de participación de los actores clave y la planificación e implementación de
cada compromiso.
Finalmente, con los resultados de la investigación se puede generar conocimiento
a partir del análisis del desenvolvimiento de los actores bajo este marco de política
educativa y en la medida de lo posible identificar buenas prácticas directivas.
Asimismo, ver si estas se basan o no en las normas propuestas para brindar
recomendaciones de mejora en las políticas educativas de gestión escolar.

In 2014 the Ministry of Education of Peru developed the Framework for Good School Leader Management Performance, which is the basis for the formulation of the guidelines of School Management in the country. Under these parameters, since 2015 the School Management Commitments are created, with the aim of improving students’ learnings through the school management and pedagogical leadership. In this sense, management teams manage their institutions taking them into consideration. Despite this, the results in the measurements of learning, pedagogical practice and school management carried out by Ministry of Education and other entities, show low results. The results, in terms of teacher pedagogical practice, show that only 10.5% promote critical thinking in the classroom. On the other hand, the results in school management show that only 32.5% of school leader monitoring and support the pedagogical practice and that there is a deficit of almost 40% regarding the management of living standards in the educational institution. (MINEDU, 2018) In this sense, it is evident that the monitoring and accompaniment of pedagogical practice and the management of school coexistence, although they are relevant aspects in the management of school leader, they are not achieving the expected results. Accordingly, this research determines whether Management Commitments 4 and 5 contribute to the improvement of educational quality in two educational institutions in Metropolitan Lima. To this end, the level of participation of key players and the planning and implementation of each commitment have been analyzed. Finally, with the results of the research, knowledge can be generated from the analysis of the development of the actors under this framework of education policy and as far as possible identify good directive practices and see whether or not they are based on the proposed rules to provide recommendations for improvement in the educational policies for school management.
