Resumen
En el Perú existe un crecimiento sostenido en el sector inmobiliario desde el año 2008,
estimándose que seguirá en auge en los próximos años, creciendo a tasas entre 9% y 10%,
producto de que existe una demanda insatisfecha, siendo Lima Metropolitana una ciudad que
cuenta con un 50% de déficit de viviendas.
Es así como, surge la preocupación por los residuos de construcción que son conducidos a
botaderos, debido a que el 98% de empresas de este sector no presentan una adecuada gestión
de sus escombros, generando un impacto ambiental negativo.
Razón por la que, el presente Plan Estratégico busca promover responsabilidad social a
las empresas inmobiliarias, a través del Ministerio de Vivienda, Construcción y Saneamiento,
planteando como visión que al año 2025, el sector inmobiliario de Lima Metropolitana será
reconocido como líder en el uso de economía circular en América Latina mediante la gestión
de residuos de construcción y normando la obligatoriedad del reciclaje.
Esta visión se verá reforzada por los objetivos a largo plazo que tendrá el MVCS al
2025, los que buscan: normar la obligatoriedad a las inmobiliarias que reciclen sus residuos,
que estas empleen un 70% de residuos reciclados del volumen total de materiales de obra,
promover la creación de cinco plantas especializadas en reciclaje, establecer cinco alianzas
con organizaciones internacionales especializadas en la gestión de residuos, y normar a las
empresas del sector que tengan la certificación ISO 14000.
Para lograr la visión y objetivos planteados al MVCS, se recurre a estudiar el entorno
externo e interno de la organización, y así determinar las estrategias y políticas que debe
seguir el ministerio para la implementación y control del planeamiento, asegurando la
competitividad y sostenibilidad del sector en el tiempo.
In Peru there is a sustained rise in real estate since 2008, and are expected to continue to rise in the coming years, growing at rates between 9% and 10%, as a result of an unmet demand, being Metropolitan Lima city which counts with a 50% of deficit in housing. As a consequence, emerge the concern about the construction waste that are given to dumps, because the 98% of the enterprises of this sector doesn't have a proper management in their rubbles, generating a negative environmental impact. For this reason, this Strategic Plan aims to promote social responsibility to the real estate companies, through the Ministry of Housing, Construction and Sanitation, having as a vision that by 2025, the real estate sector of Lima will be recognized as a leader in the use of circular economy in Latin America by managing construction waste, norman the waste recycling. This vision will be enhanced by long-term goals of the MVCS in the 2025, those seeking: the obligation to regulate to the real estate recycle their waste, obligates to these to employ the 70% recycled waste of the total of materials, promotes the creation of five specialized recycling plants, establishes five partnerships with specialized international organizations in waste management, and regulates to sector companies to get the ISO 14000 certification. To achieve the vision and goals for the MVCS, it is studied the external and internal environment of the organization, and it is determined the strategies and policies to be followed by the ministry for the implementation and control of planning, ensuring the competitiveness and sustainability of the sector in the time.
