Abstract
El presente documento constituye un plan estratégico para la empresa San Martín Contratistas
Generales, cubriendo el período 2019-2029, el mismo que ha sido diseñado siguiendo la
metodología del Modelo Secuencial creado por D’Alessio (2015). Se hace un análisis del
contexto, para identificar las oportunidades y amenazas que la organización enfrenta, entre
las que destacan un entorno macroeconómico estable, disponibilidad de tecnología de punta e
infraestructura vial deficitaria. Así mismo, se hace un análisis interno, para definir las
fortalezas y debilidades de la empresa, que incluyen la disminución de la rentabilidad hasta
llegar a tener pérdidas, junto con la participación infructuosa en la construcción de
infraestructura vial y un intento fallido por establecer alianzas estratégicas. A partir del
análisis de la situación actual, externa e interna, se proponen objetivos de largo plazo, los
cuales permitirán alcanzar la visión al año 2029. Esto se hará mediante la implementación de
estrategias agresivas tales como: (a) desarrollar una línea de negocio de construcción de
infraestructura vial y ferroviaria, (b) penetrar en el mercado colombiano y mexicano de
servicios para la industria minera, (c) desarrollar nuevos servicios para la industria minera,
(d) adoptar tecnología de punta, (e) desarrollar el mercado chileno de operaciones mineras y
construcción para la minería, (f) desarrollar clientes en la industria manufacturera, y (g)
desarrollar servicios de gestión de relaciones comunitarias que minimicen los conflictos
sociales en las empresas mineras, entre otras. Paralelo a la implementación de las estrategias
retenidas, se desarrollará la evaluación estratégica, utilizando como herramienta el Tablero de
Control Balanceado, en el que se han plasmado indicadores de cuatro perspectivas:
financiera, clientes, procesos y aprendizaje. Con estos indicadores, la empresa podrá
monitorear el alcance de los objetivos de corto plazo y, de esta manera, garantizar que para el
2029 se habrán logrado tanto los objetivos de largo plazo como la visión.
This document is a strategic plan for San Martín General Contractors, designed for 2019- 2029 period, using the Sequential Model methodology, that was created by D’Alessio (2015). An analysis of the external context is done, to identify the opportunities and threats that the organization faces, among which a stable macroeconomic environment, availability of stateof- the-art technology and deficit road infrastructure stand out. Likewise, an internal analysis is done, to define the strengths and weaknesses of the company, which include the decrease in profitability until reaching losses, along with the unsuccessful participation in the construction of road infrastructure and a failed attempt to establish strategic alliances. Using the current situation analysis, external and internal, long-term objectives are proposed, which will allow the organization to reach its vision by 2029. This will be done through the implementation of aggressive strategies such as: (a) develope a construction business line of road and rail infrastructure, (b) penetrate the Colombian and Mexican market of services for the mining industry, (c) develop new services for the mining industry, (d) adopt cutting-edge technology, (e) develop the Chilean market for mining operations and construction for mining, (f) develop clients in the manufacturing industry, and (g) develop community relations management services that minimize social conflicts in mining companies, among others. Parallel to the implementation of the retained strategies, the strategic evaluation will be developed, using the Balanced Control Board as a tool, in which indicators of four perspectives, financial, clients, processes and learning have been shaped. With these indicators, the company will be able to monitor the scope of the short-term objectives and thus ensure that by 2029 the long-term objectives will be achieved and thus the vision.
