Abstract
El Programa Nacional de Alimentación Escolar Qali Warma (PNAEQW) es una
iniciativa del Ministerio de Desarrollo e Inclusión Social (MIDIS). Este programa, que
presta servicio alimentario a nivel nacional, tiene como objetivo mejorar la condición
nutricional de los escolares, fomentando hábitos de alimentación para garantizar su
adecuado rendimiento académico. Su implementación contempla, además, una
sinergia con las costumbres y hábitos locales. Al respecto, es importante conocer si
el programa se implementó tomando en cuenta el aporte descentralizado de los
actores sociales sobre las perspectivas e intereses de sus usuarios. Además, debe
determinarse si su ejecución satisface a las involucradas y los involucrados.
Entre los años 2013 y 2014, se reportaron problemas de abastecimiento e
intoxicación de niñas y niños beneficiarios. Esta situación evidenció que su
implementación no es la adecuada en algunas regiones y/o las estrategias utilizadas
no son efectivas. En el presente estudio, se realiza un diagnóstico del funcionamiento
del programa en el distrito amazónico de Rupa Rupa, en la región Huánuco, a fin de
identificar los factores que limitan y favorecen la satisfacción de la población
beneficiaria con el PNAEQW. A partir de este diagnóstico, se proponen soluciones
que permitan mejorar dicho sistema a nivel distrital.
Para el diagnóstico, se aplicó una entrevista semiestructurada a los diferentes grupos
involucrados: padres de familia, presidentes de CAE, miembros de CAE, monitores
de gestión local y autoridades locales. De esta forma, el presente estudio permitirá
plantear propuestas de solución a los inconvenientes que pueda tener el programa,
así como fortalecer las buenas prácticas que se estén implementando. Asimismo, se
podrá comparar con los reportes de otras latitudes, lo que permitirá una mejor toma
de decisiones en el ámbito de la gestión social.
The National School Feeding Program Qali Warma (PNAEQW) is an initiative of the Ministry of Development and Social Inclusion (MIDIS). This program, which provides food service nationwide, aims to improve the nutritional condition of schoolchildren, promoting eating habits to ensure their adequate academic performance. Its implementation also contemplates a synergy with local customs and habits. In this regard, it is important to know whether the program was implemented taking into account the decentralized contribution of social actors on the perspectives and interests of its users. In addition, it should be determined whether its execution satisfies those involved. Between 2013 and 2014, supply problems and intoxication of beneficiary children were reported. This situation showed that its implementation is not adequate in some regions and/or the strategies used are not effective. In the present study, a diagnosis of the operation of the program in the Amazon district of Rupa Rupa, in the Huanuco region, is carried out in order to identify the factors that limit and favor the satisfaction of the beneficiary population with the PNAEQW. Based on this diagnosis, solutions are proposed to improve the system at the district level. For the diagnosis, a semi-structured interview was applied to the different groups involved: parents, CAE presidents, CAE members, local management monitors and local authorities. In this way, the present study will make it possible to propose solutions to the problems that the program may have, as well as to strengthen the good practices that are being implemented. Likewise, it will be possible to compare with reports from other latitudes, which will allow for better decision making in the area of social management.
