Determinantes del seguimiento concertado a la implementación de Programa de Alimentación y Nutrición para el Paciente con Tuberculosis y Familia: el caso de Lima Metropolitana en el periodo 2022-2024

Resumen
En el 2023, Lima Metropolitana concentraba al 45.1% de casos de tuberculosis
detectados en el Perú y registraba una tasa de morbilidad de tuberculosis de 146.6
casos por cada 100 mil habitantes, promedio superior a la tasa nacional que era
de 97.9. En este contexto, iniciamos esta investigación, que describe y explica el
proceso de seguimiento concertado que desarrolló el Sub Comité PANTBC de la
Mesa de Concertación para la Lucha Contra la Pobreza (MCLCP) de Lima
Metropolitana, al Programa de Alimentación y Nutrición para el Paciente con
Tuberculosis (PANTBC) entre el 2022 y 2024, haciéndose énfasis en la forma
cómo se ha estructurado este seguimiento y en el nivel de incidencia que tiene
en la mejora de la implementación y gestión del PANTBC. Para el desarrollo de la
investigación, se consideró las pautas metodológicas de un estudio de caso.
Como resultados, se tiene que el seguimiento concertado desarrollado por el Sub
Comité PANTBC al programa de alimentación, tiene un nivel medio de incidencia,
porque se establece la existencia de un factor que propulsa el proceso, que es el
liderazgo religioso que ejerce la coordinadora del Comité TB y Sub Comité
PANTBC, porque facilita y promueve el diálogo y los acuerdos consensuados,
entre estado y sociedad civil para la mejora de la implementación del PANTBC.
Pero, también se detecta factores que ralentizan el proceso de seguimiento y su
incidencia en la mejora del programa, que están relacionados con el
funcionamiento de los sistemas administrativos de presupuesto y de
contrataciones en la gestión del PANTBC.
In 2023, Metropolitan Lima accounted for 45.1% of tuberculosis cases detected in Peru and registered a tuberculosis morbidity rate of 146.6 cases per 100 thousand inhabitants, an average higher than the national rate of 97.9. In this context, we began this investigation, which describes and explains the concerted monitoring process developed by the PANTBC Sub Committee of the Concertation Table for the Fight Against Poverty (MCLCP) of Metropolitan Lima, to the Food and Nutrition Program for the Patient with Tuberculosis (PANTBC) between 2022 and 2024, emphasizing the way this monitoring has been structured and the level of impact it has on improving implementation and management of the PANTBC. For the development of the research, the methodological guidelines of a case study were considered. As a result, the concerted monitoring developed by the PANTBC Sub Committee on the program has a medium level of incidence and it is established that there is a factor that drives the process, which is the religious leadership exercised by the coordinator of the TB Committee and PANTBC Sub Committee, because it facilitates and promotes dialogue and consensual agreements between the state and civil society to improve the implementation of the PANTBC. However, factors are also detected that slow down the monitoring process and its impact on the improvement of the program, which are related to the operation of the administrative budget and contracting systems in the management of the PANTBC.
