Determinantes de la articulación de los Tambos del Programa Nacional PAIS en la región Junín (2018-2021)

Abstract
A lo largo de los últimos años, el Estado peruano ha incrementado sus esfuerzos por
reducir el elevado nivel de pobreza y pobreza extrema en el país. No obstante, tales
esfuerzos no tuvieron resultados satisfactorios. Por tanto, frente a este desalentador
panorama, esta tesis tiene como meta poner en evidencia la relevancia del proceso
de implementación de los programas sociales focalizados para combatir la pobreza y
pobreza extrema en zonas rurales y rurales amazónicas, mediante una investigación
sobre las plataformas fijas denominadas “Tambos” del Programa Nacional PAIS y la
agencia de sus gestores en la región Junín, durante el periodo 2018 al 2021. De esta
forma, la tesis se centra en explicar qué determinantes principales afectaron el
proceso de articulación de los 26 Tambos en la región Junín, a través del estudio de
4 Tambos. Mediante el uso de una metodología de carácter cualitativo, se propone
que surgen tres temas relevantes durante el proceso de articulación de los Tambos
en Junín: (1) la coordinación, (2) la discrecionalidad burocrática y (3) la participación
comunitaria. A tal efecto, se realizaron entrevistas semiestructuradas, entrevistas
estructuradas y revisión documental sobre el programa PAIS con relación a los
Tambos. Tras una evaluación, se concluye que, a pesar de que el factor coordinación
es la esencia del proceso de articulación de los Tambos, en realidad, el éxito o el
fracaso del mencionado proceso puede ser determinado por medio del factor de
discrecionalidad positiva de los gestores responsables de los Tambos. Análogamente,
la participación comunitaria, vinculada a la interacción de la población con los Tambos,
es otro fuerte determinante para la articulación.
In recent years, the Peruvian State has increased its efforts to reduce the high level of poverty and extreme poverty in the country. However, these efforts were not successful. Therefore, faced with this discouraging panorama, this thesis aims to highlight the relevance of the implementation process of targeted social programs to combat poverty and extreme poverty in rural and rural Amazonian areas, through research on the fixed platforms called "Tambos" of the National Program PAIS and the agency of its managers in the Junín region, during the period 2018 to 2021. In this way, the thesis focuses on explaining which main determinants affected the articulation process of the 26 Tambos in the Junín region, through the study of 4 Tambos. Using a qualitative methodology, it is proposed that three important issues arise during the process of articulation of the Tambos in Junín: (1) coordination, (2) bureaucratic discretion and (3) community participation. To this end, semi-structured interviews, structured interviews and documentary review of the PAIS program in relation to the Tambos were carried out. After an evaluation, it is concluded that, although the coordination factor is the essence of the articulation of the Tambos, in fact, the success or failure of the articulation of the Tambos can be determined by means of the positive discretionary factor of the managers responsible for the Tambos. Similarly, community participation, linked to the interaction of the population with the Tambos, is another strong determinant for the articulation.
