Resumen
Esta investigación tiene como objetivo analizar el efecto de la calidad de
infraestructura de la vivienda en la pobreza transitoria y crónica durante el periodo
2013-2022. En esta instancia, una infraestructura eficiente y que funcione bien
promueve la inclusión ampliando el acceso a servicios vitales y mejorando las
oportunidades económicas para los hogares peruanos. Se examina un enfoque de
activos validado estadística y normativamente, que a su vez pueda utilizarse dentro
de una medida de la pobreza monetaria internacionalmente comparable. Para lograr
este objetivo, se utiliza una metodología cuantitativa basada en datos secundarios
como la Encuesta Nacional de Hogares (ENAHO)-Panel de los años 2013 y 2022.
Además, se llevará a cabo un análisis econométrico, por medio de la técnica de
regresión del modelo log-lineal de datos panel para obtener resultados en relación a
las infraestructuras de las viviendas y la pobreza en el Perú. Se concluye que existe
una relación significativa entre la calidad de la infraestructura de la vivienda y la
reducción de la pobreza transitoria y crónica. Por un lado, la muestra en los hogares
con pobreza transitoria es más sensibles a mejoras en infraestructura y accesos a
servicios tecnológicos. Por otro lado, la pobreza crónica está ligada a factores
estructurales, pero aún influenciada positivamente por una mejor infraestructura
habitacional. Estos hallazgos pueden contribuir a informar políticas y programas de
desarrollo más efectivos, que aborden las desigualdades de infraestructura y reduzcan
la pobreza en el país.
This research aims to analyze the effect of housing infrastructure quality on transient and chronic poverty in Peru during the period 2013–2022. In this context, efficient and well-functioning infrastructure promotes inclusion by expanding access to essential services and improving economic opportunities for Peruvian households. The study examines an asset-based approach that is statistically and normatively validated, which can also be integrated into an internationally comparable monetary poverty measure. To achieve this objective, a quantitative methodology is used, based on secondary data from the National Household Survey (ENAHO) – Panel for the years 2013 and 2022. In addition, an econometric analysis is conducted using a log-linear panel data regression model to obtain results regarding housing infrastructure and poverty in Peru. The study concludes that there is a significant relationship between the quality of housing infrastructure and the reduction of both transient and chronic poverty. On one hand, households experiencing transient poverty are more sensitive to improvements in infrastructure and access to technological services. On the other hand, chronic poverty is linked to structural factors, yet still positively influenced by improved housing conditions. These findings may contribute to informing more effective development policies and programs aimed at addressing infrastructure disparities and reducing poverty in the country.
