Problemas en la implementación del control gubernamental y el fortalecimiento del Sistema Nacional de Control en los municipios dispersos de la provincia de La Convención - caso Municipalidad Distrital de Echarati durante los años 2010 y 2014

Abstract
El presente estudio tiene por objetivo identificar los problemas que limitan la
implementación del control gubernamental y el fortalecimiento del Sistema Nacional
de Control en los municipios dispersos de la provincia de La Convención, ya que, a
pesar de la gran importancia que significa el control gubernamental como tópico
transversal de los sistemas administrativos en el sector público, no se ha
implementado de forma adecuada en los municipios dispersos, debido a factores
que causan problemas en la implementación. Para ello se ha adoptado un enfoque
cualitativo, con un diseño basado en el estudio de caso de la implementación del
control gubernamental en el sector público en el Perú, en un contexto local poco
explorado, utilizando técnicas de investigación como entrevistas semiestructuradas
y revisión documental, habiendo realizado veinte entrevistas dirigidas a personas
directamente relacionadas con la implementación del control. Los resultados
obtenidos de la presente investigación resaltan que el problema de la
implementación del control gubernamental en la Municipalidad Distrital de Echarati,
se debe fundamentalmente a que las autoridades y funcionarios obstruyen el
proceso valiéndose de argucias legales como la Ley de presupuesto, Ley del
empleo público, Ley del canon entre otros; de la misma manera, también arroja que
el Estado aún no ha diseñado la estrategia para una verdadera y eficiente
implementación. Se concluye que el control gubernamental en la Municipalidad de
Echarati, ha mostrado escaso valor público fundamentalmente por la falta de
independencia funcional, administrativa y económica del Órgano de Control
Institucional, que no permite ejecutar el control de manera efectiva por tener
limitaciones y sesgos.
The objective of this study is to identify the problems that limit the implementation of government control and the strength of the national control system in the scattered municipalities of the province of La Convencion, which is considered to be government control as a cross-cutting topic of the administrative systems in the public sector that has not been implemented adequately in the scattered municipalities, due to factors that cause problems in the implementation. For this, a qualitative approach has been adopted, with a design based on the case study of government control implementation in the public sector in Peru, in a local context rarely explored, using research techniques such as semi-structured interviews and documents review, having conducted twenty interviews to people directly related to the implementation of control. The results obtained from the present investigation highlight that the problem of the governmental control implementation in the District Municipality of Echarati, is fundamentally due to the fact that the authorities and officials obstruct the process using legal arguments such as the Budget Law, Public Employment Law, Law of the Canon among others; in the same way, it also shows that the State has not yet designed a strategy for a true and efficient implementation. It is concluded that the Governmental control in the Municipality of Echarati, has shown little public value mainly due to the lack of functional, administrative and economic independence of the Institutional Control Body, which does not allow to execute and effective control because of limitations and biases.
