Abstract
SEDAPAL es una empresa estatal de derecho privado, íntegramente de propiedad del
Estado peruano que brinda el servicio de agua potable y alcantarillado en Lima y Callao.
Tiene como objetivos principales alcanzar una cobertura universal de los servicios de
saneamiento y garantizar la calidad y continuidad 24 horas de sus servicios. El problema
principal identificado y que impacta en el logro de estos objetivos, fue la sostenibilidad
financiera y dentro de ello, la pérdida de margen de contribución por Agua No Facturada
(ANF), hecho que ocasiona pérdidas de recursos y mayor escasez de materia prima. Dentro
de este problema se evaluaron los puntos con mayor factibilidad, impacto y criticidad,
resaltando la micromedición como un factor clave. Promover la instalación, reposición de
medidores y prevenir su hurto, se reconocieron como acciones esenciales para el éxito de la
propuesta. Asimismo, se identificaron beneficios adicionales en EBITDA de hasta S/.21
millones acumulados en tres años, total de tiempo requerido para alcanzar la máxima
capacidad del plan de implementación.
El plan de implementación presenta tres acciones principales: a) Ajuste de facturación
por asignación en siete sectores específicos, como palanca para poder avanzar a la siguiente
etapa del plan; b) Sensibilización y recupero de sectores específicos y c) Plan proactivo de
renovación de medidores.
Adicionalmente es importante reforzar los proyectos de sectorización y establecer
acuerdos de colaboración interinstitucional con municipalidades y Policía Nacional del Perú,
con la finalidad de recuperar y trabajar en la promoción de la instalación de medidores y
disminución de hurto.
Por último, se resalta que este estudio y plan de implementación, aplican para un
escenario pre Covid 19, dado que los datos y procesos analizados datan de ese momento.
SEDAPAL is a state company under private law, is owned by Peruvian state, which provides drinking water and sewerage service to Lima and Callao. Its main objectives are to achieve universal coverage of sanitation service and guarantee the quality and continuity 24 hours of its service. The main problem identified and that impacts on the achievement of this objectives, was the financial sustainability of the company, within this, the loss of contribution margin due to no revenue water (NRW), a fact that causes losses of resources and a deeper lack of raw material. In the problem analysis many issues were evaluate according to the feasibility, impact and criticality, highlighting micro-measurement as a key factor. Promoting the installation, replacement of meters, and preventing their theft were recognized as essential actions for the success of the proposal. Likewise, additional EBITDA benefits of up to S/.21 million accumulated in three years were identified, the total time required to reach the maximum capacity of the implementation plan. The implementation plan presents three main actions: a) Adjustment of the invoicing by allocation in seven specific sectors, as an enabler to advance to the next stage of the plan; b) Collaboration and recovery of specific sectors and c) Proactive plan for the renewal of meters. Additionally, it is important for SEDAPAL to strengthen sectorization projects and establish inter-institutional collaboration agreements with municipalities and the National Police of Peru, in order to recover and work to promote the installation of meters and decrease theft. Finally, it is highlighted that this study and implementation plan apply to a pre-Covid 19 scenario, since the data and processes analyzed date from that moment.
