Análisis del modelo de gestión del patrimonio cultural y natural de Túcume y su contribución en el desarrollo territorial y la calidad de vida de la población local

Abstract
Este proyecto de investigación nace con la idea de identificar y analizar aquellas
condiciones y factores que permitieron que el modelo de gestión del patrimonio
cultural y natural de Túcume se convierta en un medio que contribuye con el
desarrollo territorial y la calidad de vida del poblador local. Este modelo, en base a
la gestión cultural -arqueológica y etnológica, principalmente- ha podido integrar a
diversos actores sociales en una dinámica multidimensional, donde la educación
se convierte en el eje estratégico más relevante para promover el desarrollo
territorial a través de: la revaloración de la cultura ancestral local y el patrimonio
arqueológico, el desarrollo de emprendimientos y el cuidado ambiental del
entorno.
Este modelo se basa en la gestión cultural con un claro enfoque en las personas
donde, a través de la conjunción de los intereses y voluntades de los actores
sociales, se fortalecen valores y actitudes de apropiación cultural y a partir de esta
revaloración se genera un nuevo tipo de desarrollo. Este tipo de intervenciones
sociales son casos de interés para la investigación en el campo de la gerencia
social, ya que considera el impacto que generan en la realidad socioeconómica
local y cómo se articulan en la construcción de estrategias ligadas al enfoque de
desarrollo territorial, aspectos que la presente investigación busca identificar. Con
ese propósito, a través de un mix de técnicas de investigación de carácter
cualitativo, se ha recogido información primaria con especial interés en conocer
cómo los actores sociales locales valoran la intervención del modelo y cuál es el
alcance en la contribución del mismo sobre el desarrollo territorial y la calidad de
vida en los pobladores locales.
Los hallazgos obtenidos muestran un modelo de intervención maduro, con
avances concretos en cuanto al fortalecimiento de la identidad cultural local, de
las capacidades locales y la conservación del entorno cultural y natural,
impulsados por una efectiva articulación entre actores sociales. Estos logros son
valorados por los actores y han contribuido para que la propuesta sea legitimada

socialmente y cuente con un nivel de institucionalidad importante para acompañar
los procesos de desarrollo territorial.
Finalmente, siendo una experiencia en constante evolución existen aún retos que
el modelo tiene por delante para lograr su escalabilidad y replicabilidad que
incluye aquellos aspectos que lo relacionan con la promoción de políticas públicas
que promuevan el desarrollo endógeno en localidades con las características
territoriales de Túcume, de tal manera que se puedan ver reflejados beneficios
tangibles que configuren el camino del desarrollo y bienestar general.
This research project was born with the idea of identifying and analyzing those conditions and factors that allowed Tucume's cultural and natural heritage management model to become a means that contributes to the territorial development and quality of life of the local population. This model, based on cultural-archaeological and ethnological management, has been able to integrate diverse social actors into a multidimensional dynamic, where education becomes the most important strategic axis to promote territorial development through: revaluation of the local ancestral culture and the archaeological patrimony, the development of undertakings and the environmental care of the environment. This model is based on cultural management with a clear focus on people where, through the combination of interests and wills of social actors, values and attitudes of cultural appropriation are strengthened and a new type is generated from this revaluation developing. This type of social interventions are cases of interest for research in the field of social management considering the impact they generate on the local socioeconomic reality and how they are articulated in the construction of strategies linked to the territorial development approach, aspects that the present investigation seeks to identify. With this purpose, through a mix of qualitative research techniques, primary information has been collected, with special interest in knowing how local social actors value the intervention of the model and how far it contributes to territorial development. and the quality of life in local people. The findings show a mature intervention model, with concrete advances in terms of strengthening the local cultural identity, local capacities and the preservation of the cultural and natural environment, driven by an effective articulation between social actors. These achievements are valued by the actors and have contributed to the proposal being socially legitimized and having a level of institutionality important to accompany the territorial development processes. X Finally, being an experience in constant evolution there are still challenges that the model has to face to achieve its scalability and replicability, including those aspects that relate it to the promotion of public policies that promote endogenous development in localities with the territorial characteristics of Túcume, in such a way that tangible benefits can be seen that configure the path of development and general well-being.
