Abstract
El presente trabajo busca explorar el proceso de implementación del Plan
Integral para la Reconstrucción con Cambios-PIRCC del FEN 2017 identificando
las fortalezas, la debilidades o deficiencias que surgieron; así como las
herramientas de gestión implementadas por la Autoridad para la Reconstrucción
con Cambios (ARCC), en aras de obtener resultados favorables en los objetivos
trazados.
Esta investigación comprende un análisis cualitativo de estudio de caso. Las
técnicas de recolección de datos aplicadas son: i) recopilación de documentos,
ii) revisión de informes y documentos oficiales, iii) encuestas y iv) entrevistas
semi estructuradas a los principales actores del proceso de implementación,
siendo la unidad de análisis, la Autoridad para la Reconstrucción con Cambios.
Al final de esta investigación concluiremos que si bien existieron factores que
afectaron la implementación del PIRCC, tales como la falta de transferencia de
conocimientos de experiencias anteriores, el poco fortalecimiento de
capacidades de las entidades ejecutoras y la Pandemia del COVID-19, entre
otros; existieron también factores de éxito aplicados por la Autoridad para la
Reconstrucción con Cambios que permitieron un avance significativo del PIRCC
producto de una gestión pública que aplicó herramientas de la Nueva Gestión
Pública (control interno, gestión por resultados, transparencia, tecnología,
articulación, entre otros) implementadas por la citada entidad.
This paper seeks to explore the implementation process of the Integral Plan for Reconstruction with Changes -PIRCC (by its acronyms in Spanish) of the FEN 2017 by identifying the strengths, weaknesses or deficiencies that emerged; as well as the management tools implemented by the Authority for Reconstruction with Changes in order to obtain favorable results in the objectives set. This research comprises a qualitative case study analysis. The data collection techniques applied are: i) document collection, ii) review of reports and official documents, iii) surveys and iv) semi-structured interviews with the main actors in the implementation process, the unit of analysis being the Authority for Reconstruction with Changes. At the end of this research, we will conclude that although there were factors that affected the implementation of the PIRCC, such as the lack of transfer of knowledge from previous experiences, the lack of capacity building of the executing entities, and the COVID-19 Pandemic, among others, there were success factors applied by the Authority for Reconstruction with Changes that allowed to achieve significant progress of the PIRCC as a result of a public management that applied tools of the New Public Management (internal control, results-based management, transparency, technology, articulation, among others) implemented by the aforementioned entity.
