Factores de éxito en servicios de información para personas con discapacidad visual: el caso de la Sala para Invidentes de la Gran Biblioteca Pública de Lima (2017-2018). Una mirada desde la Gerencia Social

Abstract
La discapacidad visual es el segundo tipo de discapacidad con mayor incidencia,
después de la discapacidad física. En Lima metropolitana viven 335 113 personas con
discapacidad visual (INEI 2014: 182), sin embargo, en Lima Metropolitana solo existen tres
bibliotecas públicas que brindan servicios de información accesible para personas con
discapacidad visual. De las tres bibliotecas, la Sala para Invidentes de la Gran Biblioteca
Pública de Lima es la que recibe mayor cantidad de usuarios.
La presente investigación busca conocer el funcionamiento de la Sala para
Invidentes e identificar los factores que explican el éxito de su convocatoria. Con esta
finalidad, se trabaja bajo la modalidad estudio de caso y bajo una metodología cualitativa
ya que busca conocer a profundidad y de manera empática los motivos de los actores
analizados. Conforme a lo requerido por la metodología elegida, se trabajó con las
siguientes herramientas: entrevistas semiestructuradas, cuaderno de campo resultado de
tres meses de observación participante y revisión documental.
Los hallazgos de la investigación revelan que los factores de éxito que responden a
la alta convocatoria de la Sala para Invidentes Delfina Otero Villarán son los siguientes: a)
llena el vacío existente de servicios de información para personas con discapacidad visual,
b) brinda servicios de calidad maximizando los recursos y c) más allá de la información: es
un espacio de socialización y confraternidad.
Visual disability is the second type of disability with the highest incidence, after physical disability. In Lima city there are 335 113 people with visual disabilities (INEI 2014: 182), however, in this city there are only three public libraries providing accessible information services for people with visual disabilities. The Room for Blind Delfina Otero Villarán of the Great Public Library of Lima is the one that receives the largest number of users. The principal objective of this research is to know the operation of the Blind Room Delfina Otero Villarán and identify the factors that explain its convocation success. For this purpose, we work under the modality of case study and under a qualitative methodology that seeks to know in depth and empathically the motives of the actors analyzed. As required by the chosen methodology, we work with the following tools: semi-structured interviews, field notebook, resulting from three months of participant observation and documentary review. The research findings reveal that the success factors that explain the high convocation of The Room for Blind Delfina Otero Villarán are: a) the Room for Blind Delfina Otero Villarán fills the gap existing information services for people with visual disabilities, b) the Room for Blind Delfina Otero Villarán provides quality services maximizing resources, c) beyond information: it is a space of socialization and fellowship.
