Factores que influyen en la implementación del piloto interinstitucional de la educación sexual integral en instituciones educativas focalizadas de la UGEL Coronel Portillo en el año 2022

Resumen
Esta investigación ha identificado los factores que influyen en la implementación
del Piloto Interinstitucional de la Educación Sexual Integral (PI-ESI) en
instituciones educativas (IE) focalizadas de la Unidad de Gestión Educativa Local
Coronel Portillo, Ucayali, Perú, en al año 2022. Partiendo del supuesto que una
intervención interinstitucional requiere de la participación articulada de los
sectores involucrados, de tal manera que, permita generar evidencia de aquellos
procesos y acciones que logren contribuir al escalamiento progresivo, bajo los
parámetros de la política de Educación Sexual Integral (ESI) del país.
La Pandemia del COVID-19, agudizó las inequidades en el acceso a servicios
públicos, lo cual repercutió en el incremento de la proporción de embarazos y
violencia sexual en adolescentes, así como en el incremento de la deserción
escolar, especialmente en Ucayali, que presentó la cifra más elevada de
embarazos en adolescentes de 15 a 19 años (25.1%), según ENDES 2021. El
MINSA reportó 176 nacidos vivos de niñas y adolescentes menores de 14 años
de edad, lo cual se relaciona estrechamente con situaciones de violencia sexual
en el año 2021, así la Dirección Regional de Educación de Ucayali registra la
tasa de deserción escolar en secundaria, más alta en los últimos cinco años,
llegando a 19% en el 2021. Por ello se recomienda implementar los
“Lineamientos de Educación Sexual Integral para la Educación Básica Regular”,
en el marco del Plan de Emergencia Educativa.
Los resultados de esta investigación, señalan aquellos factores que
contribuyeron en la implementación del PI-ESI en cuatro instituciones educativas
focalizadas, analizando las acciones desarrolladas, las percepciones de los
principales actores respecto a las actividades de fortalecimiento de capacidades
recibidas y percepciones sobre la educación sexual integral, los cuales permiten
proponer acciones de mejora que fortalezcan en proceso de escalamiento
progresivo en Ucayali.
El nivel de compromiso, participación y en algunos casos la experiencia previa
en procesos de acciones vinculadas a la educación sexual integral de los
integrantes de los equipos de implementación local, fueron los que permitieron
desencadenar el desarrollo de acciones propuestas en el PI-ESI en cada
institución educativa, las cuales se vieron potenciadas para la creación de
iniciativas destinadas a aumentar la capacidad de las y los docentes a través de
un curso de actualización de educación sexual integral dirigido a docentes y
personal de salud. Sin embargo, la participación de los integrantes del equipo
implementador territorial, representantes focales de cada institución involucrada,
no fue un aspecto favorable en la implementación debido a limitaciones en los
procesos de articulación territorial, lo cual debilitó el acompañamiento y
asistencia técnica para la identificación de nudos críticos y así mejorar el
desarrollo de la intervención.
En este sentido, esta investigación aporta elementos para mejorar los procesos
de articulación territorial para un acompañamiento y asistencia técnica conjunta,
que permita a los equipos de implementación local, de cada institución
educativa, consolidar el desarrollo de las acciones propuestas en el PI-ESI, así
como el escalamiento de manera progresiva y sostenida para poner en marcha
los Lineamientos de la Educacion Sexual Integral de la Educación Básica y
contribuir al desarrollo y bienestar de las y los estudiantes de Ucayali.
This investigation has identified factors that influence the implementation of (PS-ESI) Inter institutional model to complete sexual education, in teaching institutions (IE) focused in the Unidad de Gestion Educativa (Branch of Education Process) Local Coronel Portillo, Ucayali, Peru in the year 2022. That starts from the given that any inter institutional intervention requires the active participation of all involved subjects/branches in a way that it allows to produce solid evidence of those aforementioned processes and actions that contribute to their progressive growth, that is in the topic of domestic policy implementing total Sexual Education (ESI) COVID 19 made access public services almost impossible, which in turn created in the biggest number of unwanted pregnancies and sexual violence in teenagers and young adults, as well as the abandonment of school, more so visibly in Ucayali, area that showed the highest number of young girls between 15-19 year old (25.1%), based on ENDES 2021. MINSA informed us that 176 births (alive) belong to adolescent girls of under 14 years old, this can be strongly linked to sexual violence from 2021, this is why Ucayali region registers the highest school leavers ratio in the last 5 years, this reached 19% in 2021. That is why we recommend the implementation of “layers of total sexual education merge into basic regular education” (Lineamientos de Educacion Sexual Integral para la Education Basica Regular) that can be applied in the Emergency Education plan (Plan de emergencia educativa) The results of this investigation point out those factors that contributed in the implementation of PIESI in the four teaching institutions, analysing the development of every action taken, the perception of the main actors regarding the activities they participated in and main perception over full sexual education, which in turn allows us to propose further actions which will make better and a more robust process in the progressive growth of it in Ucayali. The level of commitment, participation and in some cases, previous experience in these type of processes, linked to sexual education of the various local team participants, were what allowed us to created a chain in the development of the proposed actions by PI-ESI in each teaching institution, those were viewed as strong for the development of further activities via a course of sexual education aim at teaching personal and admin health staff; nevertheless, the participants of various team, they represent various institutions involved in this process, this in turn wasn’t very favourable in the total implementation due to physical distance limitations, which in turn didn’t allow us to identify basic knots for a better understanding of this process and its implementation. On this reasoning thought, this investigation shows us elements for the betterment of this process, the physical obstacles need technical assistance but as a team, so working together in an area each institution can comply or at least strongly implement the proposed requirement by PI-ESI, also the growth in a progressive and sustained manner of the compliance of “Lineamientos de Educacion Sexual Integral de la Educacion Basica Regular” for the progress, wellbeing and higher personal development of the Ucayali students.
