Resumen
El objetivo de la presenta investigación es contribuir al conocimiento académico sobre
la implementación de la política pública contra la tala ilegal, con la finalidad de describir,
comprender y ampliar el entendimiento sobre la respuesta de los actores estatales en el
territorio de Madre de Dios; a fin de, aportar al debate sobre la aproximación al problema
de la tala ilegal que cada institución postula desde la mirada misional, explicar las
relaciones interinstitucionales a nivel del gobierno central con el nivel subnacional; así
como identificar los hallazgos referidos a las limitaciones que desafían el mandato de la
política.
El estudio se circunscribe al departamento de Madre de Dios, donde la implementación
de políticas ambientales es descrita por la literatura con obstáculos debido a factores
técnicos, de capacidades, presupuestales y políticos en el contexto de la transferencia
de competencias forestales derivado del proceso de descentralización y regionalización;
y con ello; la aparición de actores a nivel subnacional con poder de interpretar y conducir
la política.
Mediante un estudio cualitativo a través de entrevistas semiestructuras se obtuvo
información de un conjunto de funcionarios públicos de las instituciones públicas a cargo
de implementar la política contra la ilegal, cuyos resultados indican diferentes
aproximaciones de los organismos públicos sobre el problema de la tala ilegal, la
ejecución de medidas sectorializadas; una articulación intergubernamental
parsimoniosa; no exceptuada de contradicciones y resistencias en el espacio
intergubernamental y en los niveles subnacionales.
The objective of this research is to contribute to academic knowledge about the implementation of public policy against illegal logging, with the purpose of describing, understanding and expanding the understanding of the response of state actors in the territory of Madre de Dios; In order to contribute to the debate on the approach to the problem of illegal logging that each institution postulates from a missionary perspective, explain the inter-institutional relationships at the central government level with the subnational level; as well as identify the findings referring to the limitations that challenge the policy mandate. The study is limited to the department of Madre de Dios, where the implementation of environmental policies is described by the literature as having obstacles due to technical, capacity, budgetary and political factors in the context of the transfer of forestry powers derived from the decentralization process and regionalization; and with it; the emergence of actors at the subnational level with the power to interpret and conduct policy. Through a qualitative study through semi-structured interviews, information was obtained from a group of public officials from the public institutions in charge of implementing the policy against illegal logging, the results of which indicate different approaches of public organizations on the problem of illegal logging, execution of sectoral measures; a parsimonious intergovernmental articulation; not exempt from contradictions and resistance in the intergovernmental space and at subnational levels.
