LIMPSA: el dilema de un crecimiento limpio caso de negocio

Abstract
El año 1999, LIMP S. A. era una empresa ubicada en el Municipio de San Andrés del Estado de
Sao Paulo con más de 18 años en la prestación de servicios de limpieza a entidades públicas y
privadas que, además, se encontraba en pleno proceso de expansión por decisión de su
Accionista mayoritario y Apoderado General, Carlos Salcedo. Como consecuencia de esto, la
empresa participaba en muchos procesos de selección, y era favorecida muchas veces con la
buena pro, hasta que llegó la oportunidad de comenzar a consolidar este proceso de crecimiento
mediante un proceso de selección convocado por la Entidad de Servicios de Atención Pública
para Asegurados (ESAPA) de Brasil.
Carlos vio esta oportunidad y no la desaprovechó. Fue así que participó y ganó de manera
gradual: primero tres ítems y, posteriormente, cuatro ítems en un proceso nacional de más de R$
30 MM de Reales, que era entonces dominada por la Empresa de Servicios de Limpieza
Avanzada S. A. (ESLASA). Después de mucho tiempo otra empresa diferente de ESLASA
lograba tener parte del servicio de limpieza de ESAPA, esto definitivamente marcaría un antes y
un después para los procesos de selección convocados por ESAPA. Así transcurrió el tiempo,
hasta que LIMP S. A. llegó a su tercer proceso de selección de manera continuada. Esta vez
postuló en consorcio, y buscó un mayor número de ítems. Pero en aquella oportunidad no fueron
favorecidos con la buena pro, y en consecuencia activaron procesos de reclamos y apelaciones.
Al final, el resultado fue negativo, y salieron a flote algunos temas sumamente importantes,
controversiales y quizá posiblemente ilegales sobre la empresa competidora y su relación con la
convocante.
Después de todos estos acontecimientos, en el año 2002, Carlos se preguntó si era adecuado para
la organización seguir participando en este tipo de procesos y si los esfuerzos en tiempo y dinero
invertidos eran pertinentes

In addition, LIMP SA was on an expansion process by decision of its major shareholder and legal representant, Carlos Salcedo. As a result, the company participated in many selection processes, and was often awarded contracts until an opportunity showed to consolidate this growth by entering a selection process for the Entity for the Public Attention of the Insured (EPAI) of Brazil. Carlos saw this opportunity and didn’t hesitated, so the company participated and won this contract and others: first, the company won three items and later four items in a national process of more than R $ 30 MM of Reales. This national process was dominated by ACSCSA. It was the first time in a while that a company other than ACSCSA managed to win a share of EPAI's requiered services, so this would mean a before and after for future EPAI's selection processes. The time went by, until LIMP SA entered its third selection process. This time, they applied via a consortium, aiming for a greater number of items. But they didn’t win, so they started a claim and appeal process. The result was negative, and some extremely important, controversial and perhaps possibly illegal issues about the competing company and its relationship with the convener company surfaced. After all these events, in 2002, Carlos wondered if it was appropriate for the organization to continue participating in this type of process and if it worth the efforts made in time and money
