Impacto de las acciones preventivas referidas a la reducción de tolerancia social frente a la violencia contra las mujeres del distrito de Chincheros, que desarrolla la Instancia Provincial de Concertación para Prevenir y Erradicar la Violencia contra las mujeres e integrantes del grupo familiar (INPROCOV), durante el periodo 2018 al 2020

Abstract

El objetivo de la presente investigación fue analizar el impacto de las acciones preventivas en la reducción de tolerancia a la violencia contra las mujeres del distrito de Chincheros; desarrolladas por la Instancia Provincial de Concertación para Prevenir y Erradicar la Violencia (INPROCOV), durante el periodo 2018 al 2020 en la provincia de Chincheros. Emplea un enfoque cualitativo y el diseño de estudio de caso de tipo descriptiva e interpretativa, tomando como muestra 12 actores clave de la instancia, entre mujeres participantes, representantes de la instituciones e integrantes del equipo técnico de la instancia. La investigación concluye que la IMPROCOV Chincheros, entre los años 2018 y 2020, se ha consolidado a nivel institucional visibilizando la problemática de la violencia, ha implementado y fortalecido la ruta de atención, sin embargo, aún existe un débil compromiso y una participación limitada por parte de los representantes de las entidades gubernamentales que conforman la instancia lo que se expresa en la limitada incidencia política de la instancia en el gobierno local. Desde la Gerencia Social, la investigación se centra en analizar los conceptos de capital social y el empoderamiento de los actores involucrados en la instancia. Desde la estructura organizacional se analiza la cultura organizacional, la toma de decisiones, liderazgo, trabajo en equipo y los estilos de gestión y, por último, las herramientas de gestión como los sistemas de planificación, información y evaluación presentes en la implementación de las acciones de la instancia. Como recomendaciones se plantea fortalecer los procesos de sensibilización, frente al problema de la violencia, a la población y las autoridades, fortalecer la capacidad técnica y de gestión de los responsables del diseño de las acciones orientadas a la reducción de la tolerancia a la violencia, tomando en cuenta las necesidades y particularidades de la población. Asimismo, se plantea el diseño de acciones orientadas al cambio de Patrones de conducta para reducir la tolerancia a la violencia incorporando instrumentos de medición de impactos y cumplimientos de metas que permitirán medir cuan efectivos resultan las acciones implementadas para reducir la tolerancia a la violencia. Por último, se recomienda la inclusión de los planes Operativos de la INPROCOV dentro de los planes y programas de desarrollo Concertado del distrito de Chincheros a fin de viabilizar su implementación y generar impactos significativos en la población con relación a la tolerancia frente a la violencia.The objective of this research was to analyze the impact of preventive actions in reducing tolerance to violence against women in the district of Chincheros; developed by the Provincial Concertation Instance to Prevent and Eradicate Violence (INPROCOV), during the period 2018 to 2020 in the province of Chincheros. It uses a qualitative approach and the design of a descriptive and interpretive case study, taking as a sample 12 key actors of the instance, among participating women, representatives of the institutions and members of the technical team of the instance. The research concludes that IMPROCOV, between 2018 and 2020, has been consolidated at the institutional level, making the problem of violence visible, it has implemented and strengthened the attention route, however, there is still a weak commitment and limited participation on the part of the representatives of the government entities that make up the instance, which is expressed in the limited political impact of the instance in the local government. From the Social Management approach, the research focuses on analyzing the concepts of social capital and the empowerment of the actors involved in the instance. From the organizational structure, the organizational culture, decision making, leadership, teamwork and management styles are analyzed and, finally, the management tools such as the planning, information and evaluation systems present in the implementation of the instance’s actions. Recommendations include strengthening awareness of the problem of violence among the population and authorities, strengthening the technical and management capacity of those responsible for the design of actions aimed at reducing tolerance to violence, taking into account the needs and particularities of the population. Likewise, the design of actions aimed at changing behavioral patterns to reduce tolerance to violence is proposed, incorporating instruments for measuring impacts and achievement of goals that will allow measuring the effectiveness of the intervention in reducing tolerance to violence. Finally, the inclusion of the INPROCOV Operational plans within the Concerted Development Plan of the Chincheros district is recommended in order to make its implementation feasible and generate significant impacts on the population in relation to tolerance against violence.
