Análisis de los factores que han contribuido o limitado la implementación del Procompite 1, en los distritos de Alca, Pampamarca, Cotahuasi y Toro, de la provincia de La Unión, departamento de Arequipa, durante los años 2015 – 2022

Resumen
En la línea de coadyuvar en el desarrollo de políticas de inclusión social y económica,
evaluando la eficacia y eficiencia de las estrategias prioritarias propulsadas por el
Estado, el presente trabajo de investigación se enfoca en analizar los factores, que
han contribuido o limitado, la implementación del Procompite 1 ejecutado por parte
del Gobierno regional de Arequipa, tomando como base la experiencia de las
asociaciones que desarrollaron sus planes de negocio en los distritos de Alca,
Pampamarca, Cotahuasi y Toro, de la provincia de La Unión, departamento de
Arequipa, durante los años 2015 – 2022.
Para ello, mediante el uso de la estrategia de investigación cualitativa, basada en la
información recogida a partir de las entrevistas semiestructuradas que se aplicaron a
los agentes económicamente organizados de las cuatro asociaciones, entre socios y
presidentes, y funcionarios del núcleo ejecutor, además del recabo de información
secundaria basada en la revisión documental a la cual se tuvo acceso; se logró
determinar los factores contributivos y limitadores de la estrategia prioritaria,
implementada por primera vez en el departamento de Arequipa.
En la presente, se analizaron las acciones desarrolladas por Procompite 1 en la
provincia de La Unión, enfocadas a alcanzar sus objetivos propuestos, conociendo
además las estrategias implementadas por Procompite 1 que buscaron facilitar su
sostenibilidad, así como, los principales cambios en la vida de los ganadores del
Procompite 1, luego de la ejecución de sus planes en su localidad.
Pudiéndose determinarse que, el desconocimiento de los objetivos del Procompite
por parte de la mayoría de los agentes económicamente organizados entrevistados,
diseñaron acciones que no coadyuvaron en la consecución de los objetivos exigidos;
además que las estrategias implementadas por parte de los agentes económicamente
organizados y funcionarios del núcleo ejecutor adscrito al Gobierno regional de
Arequipa, no facilitaron la sostenibilidad de los planes de negocio desarrollados en la provincia de La Unión; dicha situación imperfecta se ve reflejada en los exiguos
cambios de vida de los participantes, luego de más de un lustro de su ejecución.
Lo hallado sirve de utilidad para mejorar los procesos de implementación del
Procompite en los Gobiernos subnacionales, subsanando en base a la experiencia de
procesos deficientes y mejorando la priorización de determinados procedimientos que
conforme se ha podido evidenciar en la presente investigación han sido determinantes
para que no se cumplan con las metas programadas por Procompite 1.
La investigación contrasta la información documentada por el Gobierno regional de
Arequipa, y otorga nueva y real información recogida en campo, sobre la real situación
al 2022 de las asociaciones analizadas y la sostenibilidad de sus planes de negocio,
sobre cómo se encuentran los planes de negocios cofinanciados con recursos del
Gobierno subnacional arequipeño.
In the line of contributing to the development of social and economic inclusion policies, evaluating the effectiveness and efficiency of the priority strategies promoted by the State, this research work focuses on analyzing the factors that have contributed or limited the implementation of Procompite 1 executed by the regional government of Arequipa, based on the experience of the associations that developed their business plans in the districts of Alca, Pampamarca, Cotahuasi and Toro, in the province of La Unión, department of Arequipa, during the years 2015 – 2022. To do this, through the use of the qualitative research strategy, based on the information collected from the semi-structured interviews that were applied to the economically organized agents of the four associations, between partners and presidents, and officials of the executing nucleus, in addition to the collection of secondary information based on the documentary review to which access was had; It was possible to determine the contributing and limiting factors of the priority strategy, implemented for the first time in the department of Arequipa. In the present, the actions developed by Procompite 1 in the province of La Unión, focused on achieving its proposed objectives, were analyzed, also knowing the strategies implemented by Procompite 1 that sought to facilitate its sustainability, as well as the main changes in the life of the winners of Procompite 1, after the execution of their plans in their locality. Being able to determine that, the ignorance of the objectives of Procompite by the majority of the economically organized agents interviewed, designed actions that did not contribute to the achievement of the required objectives; In addition, the strategies implemented by the economically organized agents and officials of the executing nucleus attached to the regional government of Arequipa, did not facilitate the sustainability of the business plans developed in the province of La Unión; This imperfect situation is reflected in the meager changes in the life of the participants, after more than five years of its execution. What has been found is useful to improve the implementation processes of Procompite in subnational governments, correcting deficient processes based on experience and improving the prioritization of certain procedures that, as it has been possible to demonstrate in the present investigation, have been decisive for not the goals programmed by Procompite 1 are met. The investigation contrasts the information documented by the regional government of Arequipa, and provides new and real information collected in the field, on the real situation by 2022 of the analyzed associations and the sustainability of their business plans, on how the business plans are Co-financed with resources from the Arequipa subnational government.
