Resumen
La investigación se centra en identificar los factores que influyen en el cumplimiento del
Compromiso de Servicio al Perú (CSP) por parte de los egresados del programa Beca 18,
específicamente en la modalidad de Educación Intercultural Bilingüe (EIB). Este compromiso
implica que los becarios, tras finalizar sus estudios universitarios, deben aplicar sus
conocimientos en favor del desarrollo del país, principalmente en áreas rurales, al tratarse de
la especificidad de esta carrera, y donde el acceso a la educación de calidad es limitado. Pese
a los esfuerzos de Pronabec por implementar mecanismos de apoyo y comunicación, como
el seguimiento académico y acompañamiento socioemocional durante sus estudios, los
resultados muestran que sólo una minoría de los becarios ha cumplido satisfactoriamente con
el CSP.
El objetivo principal de este estudio es analizar cómo las necesidades y expectativas de los
becarios, los mecanismos de información, y el sistema de seguimiento y monitoreo inciden
en la ejecución del CSP. A través de un enfoque cualitativo y el uso de entrevistas a
profundidad, se busca evaluar la efectividad de estas estrategias mencionadas para proponer
mejoras que permitan incrementar la tasa de cumplimiento y fortalecer el impacto del
programa en las comunidades beneficiarias.
Con la información recabada, se espera contribuir a la optimización de las políticas de
Pronabec, proponiendo acciones que refuercen la comunicación y el acompañamiento de los
becarios durante sus estudios universitarios y posterior a su egreso. Además, los resultados
pueden servir como referencia para diseñar políticas educativas más inclusivas y eficaces,
asegurando que los programas de becas no solo fomenten la equidad en el acceso a la
educación superior, sino que también generen un impacto sostenible en las regiones más
vulnerables del Perú.
The research focuses on identifying the factors that influence the fulfillment of the Commitment to Service to Peru (CSP) by the graduates of the Beca 18 program, specifically in the modality of Intercultural Bilingual Education (EIB). This commitment requires that the scholarship recipients, after completing their university studies, apply their knowledge to the development of the country, particularly in rural areas where access to quality education is limited, and given the specificity of this field. Despite Pronabec’s efforts to implement support and communication mechanisms, such as academic monitoring and socio-emotional support during their studies, the results show that only a minority of scholarship recipients have successfully completed the CSP. The primary objective of this study is to analyze how the needs and expectations of the scholarship recipients, the information mechanisms, and the monitoring and follow-up system influence the execution of the CSP. Through a qualitative approach and the use of in-depth interviews, the study aims to evaluate the effectiveness of these strategies to propose improvements that can increase the compliance rate and strengthen the impact of the program in the beneficiary communities. With the information collected, it is expected to contribute to the optimization of Pronabec policies, proposing actions that strengthen communication and support of scholarship recipients during their university studies and after graduation. Furthermore, the results can serve as a reference to design more inclusive and effective educational policies, ensuring that scholarship programs not only promote equity in access to higher education, but also generate a sustainable impact in the most vulnerable regions of Peru.
