Facilitadores y limitantes de la implementación del Programa Nacional Beca 18 en el marco de una educación inclusiva de calidad con equidad. El caso de los egresados del Instituto Avansys-Cibertec en el período 2019-2020

Abstract
El presente estudio investiga el caso de los egresados del programa Beca 18 quienes
fueron admitidos en el IES Avansys y, que posteriormente, luego de un proceso de
absorción institucional, ellos concluyen sus estudios en el instituto Cibertec durante los
años 2019-2020. En ese sentido, la investigación analiza la cadena de factores que
contribuyeron o delimitaron la implementación del programa para brindar una educación
inclusiva de calidad con equidad para el grupo focalizado. La metodología exploratoria
y cualitativa facilita la interpretación de los hallazgos para determinar el impacto del
programa como modelo de cogestión pública-privada. Sin embargo, se evidencia que el
flujo real de la prestación principal se ve afectada por el flujo de información que canaliza
los requerimientos del usuario, y por ende la retroalimentación oportuna en las
decisiones corporativas. Todos los involucrados del estudio coinciden en salvar dichas
inconsistencias para consolidar la continuidad del programa y reducir las brechas
actuales.
This case study investigates the graduates of the Beca 18 program who were admitted to the IES Avansys and, who later, after a process of institutional absorption, they conclude their studies at the Cibertec institute during the years 2019-2020. In this sense, the research analyzes the chain of factors that contributed or limited the implementation of the program to provide an inclusive quality education with equity for the target group. The exploratory and qualitative methodology facilitates the interpretation of the findings to determine the impact of the program as a model of public-private co-management. However, it is evident that the real flow of the main provision is affected by the flow of information that channels user requirements, and therefore timely feedback on corporate decisions. All those involved in the study coincide in overcoming these inconsistencies to consolidate the continuity of the program and reduce the equity gaps.
