Abstract
La investigación actual buscó identificar los factores que contribuyeron o limitaron
la implementación efectiva del Plan de Salud Mental 2020 – 2021 del MINSA, en
el centro de salud Bethania ubicado en el distrito de El Agustino. Si bien las
autoridades de salud han presentado estrategias que incluyen acciones con
intervención directa en la comunidad afectada por la pandemia, se ha visto un
incremento de problemas mentales en esta parte del país. Los especialistas han
detectado la falta de autocuidado y de atención colectiva y solidaria de la salud
mental en los hogares dentro de la crisis sanitaria ocasionada por el COVID-19.
La investigación es de tipo cualitativa, ya que, se pretendió analizar la
implementación del Plan de Salud Mental 2020 - 2021 en el Centro de Salud
"Bethania", a través de la recolección de información proveniente de los usuarios
(familias de la Asociación de Viviendas de Bethania) y del personal de salud que
trabaja en el centro antes mencionado. Así mismo, se llevó a cabo una
investigación mediante un análisis detallado de una situación particular, al Plan de
Salud Mental.
Con este análisis de trabajo de campo se detecta la efectividad del plan en la
población objetivo. Como parte del proceso de investigación, se observa una
articulación entre en centro de salud Bethania, la asociación de viviendas
Bethania, la comisaria de la jurisdicción, el municipio de El Agustino, entre otras
instituciones.
Es importante señalar que a pesar de que más de 313 mil personas fueron
atendidas por presentar problemas de depresión a nivel nacional solo en el 2021,
en zonas vulnerables como la asociación de viviendas de Bethania se ha logrado
el desarrollo de una resiliencia familiar en el contexto del COVID-19. Además del
manejo del estrés y el interés por fomentar la actividad física para favorecer a
optimar la calidad de vida de la población.
Este minucioso trabajo trata de explicar cuáles han sido las variables y/o factores
que intervienen en una correcta ejecución del plan de salud mental, luego de que
una crisis sanitaria a nivel mundial golpeara a miles de hogares afectando
directamente la salud mental de millones de individuos. Este es un nuevo desafío que esperamos sea aprovechado para desterrar el antiguo modelo de servicios de
salud especializados en la salud mental.
The current research sought to identify the factors that contributed to or limited the effective implementation of the MINSA Mental Health Plan 2020 – 2021, at the Bethania health center located in the district of El Agustino. Although health authorities have presented strategies that include actions with direct intervention in the community affected by the pandemic, an increase in mental problems has been seen in this part of the country. Specialists have detected the lack of selfcare and collective and supportive attention to mental health in homes within the health crisis caused by COVID-19. The research is qualitative, since it was intended to analyze the implementation of the Mental Health Plan 2020 - 2021 in the "Bethania" Health Center, through the collection of information from users (families of the Bethania Housing Association) and health personnel working at the aforementioned center. Likewise, an investigation was carried out through a detailed analysis of a particular situation, to the Mental Health Plan. With this fieldwork analysis, the effectiveness of the plan in the target population is detected. As part of the research process, an articulation is observed between the Bethania health center, the Bethania housing association, the jurisdictional police station, the municipality of El Agustino, among other institutions. It is important to note that despite the fact that more than 313 thousand people were treated for depression problems nationwide in 2021 alone, in vulnerable areas such as the Bethania housing association, the development of family resilience has been achieved in the context of COVID-19. In addition to stress management and the interest in promoting physical activity to help optimize the quality of life of the population. This detailed work tries to explain what have been the variables and/or factors that intervene in a correct execution of the mental health plan, after a global health crisis hit thousands of homes, directly affecting the mental health of millions of individuals. This is a new challenge that we hope will be used to banish the old model of health services specialized in mental health.
