Planeamiento estratégico de la provincia de Jauja

Abstract

Perú se encuentra frente a una economía de crecimiento económico sostenido, y demuestra solidez en la estabilidad macroeconómica, el cual se traduce en mejores oportunidades para capitales privados y extranjeros. En éste contexto de progreso económico se encuentra a la provincia de Jauja, con una a) Deficiente infraestructura agrícola y turística, b) Crecimiento urbano y comercial desordenado, c) Red vial interna poco desarrollada, d) Alto índice de desnutrición crónica infantil, e) Alta tasa de mortalidad infantil, f) Producción agrícola sin valor agregado, g) Población económicamente poco calificada y h) Baja ejecución del presupuesto asignado. El plan estratégico de la provincia de Jauja tiene como objetivo primordial establecer estrategias que permitan establecer un crecimiento económico sostenido el cual tenga como resultado en una mejor calidad de vida del ciudadano, a través de la eficaz administración de los recursos con los que se cuenta. Es así que se mencionan oportunidades para la provincia, como: a) Perú considerado “Hub regional” en la zona del Pacífico, b) Política económica estable con crecimiento sostenido y atractivo para la inversión, c) Incremento constante de la demanda internacional por productos peruanos y beneficios tributarios en el sector agrario y turístico, d) Promoción del Estado para la asociatividad en el agro con titulación de tierras para facilitar acceso al financiamiento, e) Tratados de Libre Comercio con la Unión Europea, Estados Unidos y Canadá principales compradores de productos agropecuarios y f) Tendencia al alza del precio de productos agrícolas (quinua). Mediante el proceso estratégico se plantea al 2023 una visión y misión sólida para la Provincia de Jauja, el cual a través de un análisis interno y externo y la aplicación de estrategias ayudará a que los resultados sean notorios y se tenga una población con una mejor calidad de vida, teniendo como reto mejorar el índice de competitividad regional de la Provincia de Jauja y encaminarla a una región competitiva, aprovechando su ubicación geográfica, clima y sus tierras favorables para la agricultura.Peru is facing a sustained economic growth, and demonstrates strength by its macroeconomic stability, which represents better opportunities for private and foreign capitals. In this context of economic progress is the province of Jauja, with: (a) agricultural and tourist infrastructure poor; (b) disordered urban and commercial growth; (c) internal roads poorly developed; (d) high rates of chronic malnutrition child; e) high rates of infant mortality; f) agricultural production without value added, g) population economically unskilled; and h) budget with low execution. The strategic plan of the province of Jauja has the main objective to devise strategies for sustained economic growth, which is intended to improve the quality of life of citizens through effective management of available resources. Thus, the following opportunities are mentioned: a) Peru is considered "regional hub" in the zone of Pacific; b) economic policy stable with sustained growth and attractive for the investments; c) steady increase in international demand for peruvian products, and tax benefits in agriculture and the tourism sector, d) promoting of the State for the associativity in the agriculture, with land titling to facilitate access to finance; e) Free Trade Agreements with the European Union, United States and Canada, which are the main buyers of peruvian agricultural products; and (f) trend in the increase of price of agricultural products (quinoa). Through the strategic process, to the year 2023, is proposed a vision and solid mission for the province of Jauja, which, through an internal and external analysis and the implementation of strategies that help to obtain results noticeable and that the population has a better quality of life. The challenge is to improve regional competitiveness index of the province of Jauja, and direct it for that can to be a competitive region, taking the advantage of its geographical location, its climate and favorable agricultural lands.
