Resumen
La presente Tesis es un estudio de caso con metodología cualitativa de la
implementación de la Estrategia de Gestión Territorial primero La Infancia que es una
herramienta que busca el acceso al paquete integrado de servicios priorizados para
niños y niñas desde la gestación hasta los 5 años de edad, que utiliza como estrategia
la gestión articulada entre las entidades involucradas en lograr el desarrollo óptimo de
los niños y niñas, es decir, al Desarrollo Infantil Temprano, en la presente tesis nos
enfocamos en uno de los 4 paquetes integrados que tiene la Estrategia, nos referimos
el paquete integrado de servicios para niños y niñas menores de 2 años o paquete 2,
por tanto en la tesis es necesario profundizarlo a fin de comprender con mayor
precisión los factores que intervienen en el acceso del paquete 2 a través de la
participación de los actores en el territorio del distrito de Quinua.
El objetivo general de la tesis es: Conocer los factores que contribuyen o que limitan la
implementación de la EGTPI a través de la entrega del paquete integrado 2 en el
distrito de Quinua, provincia de Huamanga, Ayacucho, Analizando el acceso al
paquete integrado 2 que logran promover cambios en la vida de niños y niñas a través
de la articulación de los actores clave y su percepción, para proponer medidas de
mejora que fortalezcan su ejecución.
En los últimos 4 años se han incrementado los porcentajes de anemia en niños y niñas
de 6 a 36 meses en el Perú, en especial en las zonas de pobreza y pobreza extrema
del país con un promedio del 50%, debido a diferentes factores, entre los cuales
resaltan los económicos como la incidencia de pobreza monetaria total estos
presentan porcentajes altos de 40% en promedio, según ENDES y MIDIS. Frente a
esta problemática se han planteado diversas políticas públicas, estrategias orientadas
a prevenir, reducir la anemia y desnutrición crónica infantil; entre las diversas
intervenciones surge la Estrategia de Gestión Territorial Primero La Infancia - EGTPI
promovida por el MIDIS, estrategia que se enmarca en la Política de Incluir para
Crecer, y se viene implementando en todo el territorio peruano, que permita reducir la
anemia de los niños y niñas, principalmente a los niños menores de 2 años, a través
de un trabajo articulado entre las instituciones que brindan los servicios de atención a
los niños y niñas, contribuyendo al Desarrollo Infantil temprano.
Los hallazgos que se encuentran en la tesis permiten implementar una serie de
intervenciones principalmente en el territorio que contribuyan a reducir el porcentaje de
anemia de los niños menores de 2 años en el distrito de Quinua.
This thesis is a case study with qualitative methodology of the implementation of the Territorial Management Strategy Childhood First, which is a tool that seeks access to the integrated package of prioritized services for children from gestation to 5 years of age, which uses as a strategy the articulated management between the entities involved in achieving the optimal development of children, that is, Early Childhood Development, in this thesis we focus on one of the 4 integrated packages that the Strategy has, we refer to the integrated package of services for children under 2 years of age or package 2, therefore in the thesis it is necessary to deepen it in order to understand with greater precision the factors that intervene in the access of package 2 through the participation of the actors in the territory of the Quinua district. The general objective of the thesis is: To know the factors that contribute to or limit the implementation of the EGTPI through the delivery of the integrated package 2 in the district of Quinua, province of Huamanga, Ayacucho, analyzing the access to the integrated package 2 that manage to promote changes in the lives of boys and girls through the articulation of the key actors and their perception, to propose improvement measures that strengthen its execution. In the last 4 years, the percentages of anemia in children from 6 to 36 months in Peru have increased, especially in the areas of poverty and extreme poverty of the country with an average of 50%, due to different factors, among which the economic ones stand out, such as the incidence of total monetary poverty present high percentages of 40% on average, according to ENDES and MIDS. Faced with this problem, various public policies and strategies have been proposed aimed at preventing and reducing anemia and chronic childhood malnutrition; Among the various interventions, the Territorial Management Strategy First Children - EGTPI promoted by MIDIS emerges, a strategy that is part of the Include to Grow Policy, and is being implemented throughout Peru, which allows reducing anemia in children, mainly children under 2 years of age, through coordinated work between institutions that provide care services to children, contributing to Early Childhood Development. The findings in the thesis allow for the implementation of a series of interventions, mainly in the territory, that contribute to reducing the percentage of anemia in children under 2 years of age in the district of Quinua.
