Abstract
La presente tesis se denomina “Análisis del Programa de Recarga de Acuíferos
en el distrito de San Antonio (de Chaclla), Lima y su aporte a la mejora de las
condiciones de la gestión organizada de las unidades agropecuarias”. La tesis
sitúa como área de estudio Santa Eulalia, Lima (distrito de Chaclla) y revisará las
prácticas productivas y de gestión del agua en las zonas altas de la sierra,
mediante técnicas de cosecha de agua (zanjas de infiltración), producto de la
evaluación del “Programa de Recarga de Acuíferos en San Antonio (de Chaclla)”,
ejecutado por el “Programa Agua, Clima y Desarrollo” (PACyD).
El “Programa de Recarga de Acuíferos en San Antonio (de Chaclla)” es una
iniciativa que puso en práctica la cooperación interinstitucional con el objetivo de
contribuir a generar una mayor resiliencia climática y seguridad hídrica en la subcuenca
Santa Eulalia. Este programa forma parte de una serie de intervenciones
a cargo de la “Asociación Mundial para el Agua” (Global Water Partnership - GWP)
en esta zona. GWP es una organización intergubernamental relacionada a la
gestión del agua. Los beneficiarios del programa corresponden a productores
agrarios. El programa de recarga de acuíferos en Chaclla promueve la
construcción de zanjas de infiltración, desarrollo forestal y agrosilvopastoril, así
como en generar la sostenibilidad de estas obras mediante el fortalecimiento de
capacidades para su mantenimiento de forma comunal (organizada).
Así el objetivo deviene en determinar los factores que impactan en la mejora de la
gestión organizada de las unidades agropecuarias en términos productivos y de
acceso al agua para desarrollar la pequeña agricultura, en un entorno de cambio
climático e identificar las recomendaciones a la intervención evaluada. La
investigación hecha es de tipo cualitativa (con trabajo de gabinete y de campo).
Los resultados principales del estudio permitió evidenciar que la estrategia
implementada por el programa contribuyó efectivamente al desarrollo local en
términos de mejora de la gestión comunal así como en lo productivo con la puesta
en marcha de conocimiento técnicos y del mayor acceso al agua como factores
para lograr aumentos de la producción e ingresos de los productores,
recomendándose incidir en una estrategia ampliada de carácter multisectorial.
The title of the thesis is "Analysis of the Aquifer Recharge Program in the district of San Antonio (de Chaclla), Lima and its contribution to the improvement of the conditions of the organized management of the agricultural units”. The thesis is places as study in area Santa Eulalia, Lima and will review the productive practices and the availability of water resources of the Peruvian highlands, through the water harvesting technique (infiltration ditches), as a product of the evaluation of the aquifer recharge program in the district of San Antonio, implemented by The Water, Climate and Development Program (PACyD). The aquifer recharge program in the district of San Antonio (Chaclla), Lima, is an initiative that implemented cross-sectoral cooperation to generate greater climate resilience and water security in the sub-basin of Santa Eulalia. This program is a part of a series of interventions by the World Water Partnership (GWP) in the Santa Eulalia basin. GWP is an intergovernmental organization and a global action network, made up of organizations involved in water management. The beneficiaries of the program correspond to agricultural producers. The aquifer recharge program in the Chaclla district is based on promoting the construction of infiltration ditches, forest development and agro silvo pastoralism, as well as generating the sustainability conditions of these works by strengthening capacities for their maintenance in a communal (organized) way. Thus, the objective becomes to determine the factors that affect the improvement of organized management of agricultural units in terms of production and access to water at the level of basins for the development of small-scale agriculture, in an environment of climate change and identify recommendations for the evaluated intervention. The research done is of a qualitative type. The main results of the study showed that the strategy implemented by the program effectively contributed to local development in terms of improving community management as well as production with the implementation of technical knowledge and greater access to water as factors to achieve increases in production and income of producers, recommending to influence an expanded strategy of a multisectoral nature.
