Abstract
El proyecto Doing Business del Banco Mundial busca obtener una medición objetiva
de las normas que regulan la actividad empresarial en diferentes economías alrededor del
mundo, así como también a nivel regional y sub nacional. El Doing Business estimula la
competencia entre las economías analizadas, brinda información relevante para inversionistas
y emprendedores quienes desean iniciar un negocio en una determinada economía, del mismo
modo brinda información a los gobiernos, ayudándolos a identificar oportunidades de mejora
en los procedimientos internos que faciliten el inicio de un negocio y promuevan la inversión.
El presente estudio, “Facilidad para hacer negocios en Lima Sur”, se realizó bajo la
metodología de Doing Business, mediante una investigación no experimental, descriptiva y
cuantitativa. Se recopilo información en base a entrevistas con cuestionarios predefinidos; así
como también consultando leyes, normas y reglamentos vigentes a nivel nacional, regional y
local (gabinete). Las entrevistas fueron realizadas entre octubre y noviembre del año 2016 a
profesionales con experiencia en los cinco pilares incluidos en la metodología: Apertura de
empresa, obtención de permisos de construcción, obtención de electricidad, registro de
propiedad y cumplimientos de contrato. La información resultante del estudio se centra
básicamente en la cantidad de procedimientos necesarios en cada pilar, así como la duración
y el costo de cada procedimiento. Para el análisis de los resultados obtenidos y el cálculo de
la distancia a la frontera (DAF), se realizó una comparación entre Lima Sur, Lima y los
resultados sub nacionales de España y Colombia, donde se evidencia que probablemente es
más fácil hacer negocios en Lima Sur que en Lima, sin embargo ambos ocupan los últimos
lugares al ser comparados con ciudades de España y Colombia.
Finalmente, se pueden identificar oportunidades de mejora que nos lleve a imitar
buenas prácticas de otras ciudades, optimizando recursos, mejorando condiciones y dando
facilidades para hacer negocios en Lima Sur a todos los empresarios e inversionistas
The World Bank´s Doing Business project seeks to obtain a real measurement of the norms that regulate the business activity in different economies around the world, as well as at regional and subnational level. Doing Business stimulates competition among the economies analyzed, provides relevant information for investors and entrepreneurs who wish to start a business in a specific economy, and provides information to governments, helping them to identify improvement opportunities in the internal procedures that facilitate the start of a business and promote investment. The present study, "Doing Business – Lima Sur", was done under the Doing Business methodology, through non-experimental, descriptive and quantitative research. The information were collected based on interviews with predefined questionnaires; as well as consulting existing laws, rules and regulations at the national, regional and local levels (clerical work). The surveys were conducted between October and November 2016 to professionals with experience in the five pillars included in the methodology: Starting a business, dealing with construction permits, getting electricity, registering property and enforcing contracts. The information is resulted from a study focused on the number of procedures required in each topic, as well as the duration and cost of each procedure. For the analysis of the results obtained and calculation of the distance to frontier (DTF), a comparison was made between Lima Sur, Lima and the subnational results of Spain and Colombia. As conclusion, it is evident that it is easier to do business in Lima Sur than in Lima, nevertheless both occupy the last places when being compared with cities of Spain and Colombia. Finally, improvement opportunities can be identified that will lead us to imitate good practices in other cities, optimizing resources, improving conditions and providing facilities to do business in Lima Sur to all entrepreneurs and investors
