Análisis de factores que dificultan la inserción laboral de las personas con discapacidad en empresas privadas de Lima Metropolitana

Resumen
El presente estudio tiene como finalidad identificar y analizar los factores que dificultan la
inserción laboral de las personas con discapacidad en empresas privadas de Lima Metropolitana
durante el periodo 2016-2020, analizando los procesos de inserción laboral implementados por
las empresas privadas, los servicios de empleo que brindan Conadis, el MTPE y la Omaped, y el
rol de la familia en el proceso de inserción laboral de la persona con discapacidad, con el fin de
generar recomendaciones y una propuesta de mejora.
Para desarrollar la investigación, se empleó una metodología cualitativa, a través del
estudio de caso de una persona con discapacidad intelectual, quien presenta una historia común
con otras personas con discapacidad que cuentan con trayectorias y características similares.
Este hecho resultó ser una historia significativa que nos permitirá comprender la problemática de
estudio a partir de las experiencias del protagonista de la historia de vida. Además, participaron
ocho ejecutivos de recursos humanos de diferentes empresas, seis funcionarios públicos de
entidades vinculadas a la promoción laboral de las personas con discapacidad y un familiar de
la persona con discapacidad.
Finalmente, como uno de los principales hallazgos, se encontró que en las empresas
privadas de procedencia local no se están implementado procedimientos para contratar personas
con discapacidad, lo cual evidencia el desconocimiento y la escasa sensibilización sobre la
diversidad. Además, los servicios que ofrecen las entidades estatales vinculadas a la promoción
laboral no satisfacen, en gran medida, las necesidades de las personas con discapacidad para
insertarse al mercado laboral, principalmente porque las entidades no trabajan de manera
articulada para la consecución de objetivos comunes en torno a lograr una mayor participación
de este grupo vulnerable. Por otro lado, se encontró que el soporte familiar es fundamental para
que las personas con discapacidad adquieran mayor autonomía y seguridad para desenvolverse
en el ámbito laboral.
This study aims to identify and analyze factors that hinder the labour insertion of people with disabilities in private companies in Lima during the period 2016-2020. We are exploring the labour insertion processes implemented by private companies, employment services provided by CONADIS, MTPE and OMAPED, and the role of the family in the labour insertion process of the person with disabilities to generate recommendations and a proposal for improvement. It is developing the research, with qualitative methodology used, the case study of a person with intellectual disabilities, who has a shared history with other people with disabilities who have similar trajectories and characteristics, resulting in a powerful story that will allow us to understand the study problem from the protagonist's experiences of the life story. In addition, eight human resources executives from different companies, six public officials from entities linked to the labour promotion of people with disabilities and a family member of the person with disabilities participated. Finally, as the main findings, it was found that, in private companies of local origin, procedures are not implemented to hire people with disabilities, evidencing the lack of knowledge and minor sensitivity about cultural diversity. In addition, the services offered by state entities linked to labour promotion do not satisfy a large extent. Hence, the necessity for people with disabilities to enter the labour market, mainly because the entities do not work in an articulated manner to achieve common objectives around achieving greater participation of this vulnerable group. On the other hand, it was founded in the research that family support is essential for people with disabilities to acquire greater autonomy and security to function in the workplace.
